Theoretical And Empirical Research On Convergence Development Of Primary, Secondary And Tertiary-Industry In Rural Areas

Since the reform and opening up,the rural economic and people's living standards have been improving continuously.Rural infrastructure,social security and other conditions have also been improved significantly.Agriculture and rural economic development have presented some new accelerations,and the overall situation of agriculture and rural development have been maintaining a steady growth.By 2015,the China's grain output was 621 million tons,which had increased for the twelve consecutive year.Farmers' per capita disposable income had achieved 11,422 yuan,and the people all over the country,both urban and rural people,are moving together towards a comprehensive well-off society.But,there are still many problems in China “three dimensional agriculture”,for example,the strengthening resource constraints,the degrading of arable land quality,the environmental pollution,the worsening ecological damage,the more difficult financial support for agriculture,the high cost of agricultural production,the declining comparative effectiveness,the weaking international competitiveness of agricultural products,the difficulty of increasing and stabilizing agricultur products prices,and the insufficiency coordination mechanisms among industrial chain,value chain and benefit chain.In particular,the reality of expensive purchase,farmers' difficulty in selling and increasing income.The situation that the “small but complete” mode of agriculture produce was faced with the limitation of rising production costs and price “ceiling”,and the wage income growth slowed,has resulted in farmers' income increasing difficultly as well as slowly.The multiple social problems that rural population decline,rural areas became rural hollowing and aging,many left-home women and children's because of large scale agricultural labor migration.The main reason is that based on limited and even scarce resources,the production costs of separate development agricultural industries has been increasing,resulted in low added value of agricultural products.The separated agricultural value chain has caused the less profit in rural areas and agriculture,and the farmers' income increasing small as well as slowly,which caused that a large number of rural labor force was forced to turn to the city,into the second or the third industry,leaving the “99,38,61” teams with a a vicious circle.Agriculture is still the short board in the four modernizations synchronization process.So,howto reduce the rural production cost of? How to improve the rural economy efficiency? How to break the dilemma that farmers can hardly earn profits from rural industry chain? How to activate the rural resources?Based on the above phenomena and problems,this paper has provided entry points for reducing the cost and improving the economic benefit,and made a system research on the related problems in the development of agricultural industry with the theory of transaction cost theory,industrial chain theory and industrial convergence theory and so on.First of all,based on the economics principle,this paper has analye on the relationship between the convergence development of agricultural primary,second and third industries in rural areas and the solution of " three-dimensional agriculture ".Then,built a general analytical framework of that relationship.Second,deduced argumentation that the lower transaction costs and enhanced economic efficiency is the fundamental motivation for convergence development of primary,secondary and tertiary-industry in rural areas.Analyzed the influence factors of convergence development of primary,secondary and tertiary-industry in rural areas.constructed the convergence evaluation system,and made a comprehensive evaluation on the convergence quality and effects.Third,classified the typical patterns of convergence development of primary,secondary and tertiary-industry in rural areas,demonstrated the patterns from the aspects of fusion connotation,fusion mechanism and fusion quality.And then made a case study combining theoretical and analytical framework.Finally,brought forward the research conclusions and policy recommendations.Through promote convergence development of primary,secondary and tertiary-industry in rural areas.To extend the agricultural industry chain and format new agricultural industry form,and to reduce the agricultural industry transaction cost,enhance the value of agricultural industry,increase agricultural jobs as well as farmers' income.Make the c convergence development of primary,secondary and tertiary-industry in rural areas to be the new engine to solve the “three-dimensional agriculture”,to be a new model of strengthening agriculture basic status,broadening the agricultural income sources,increasing farmer income,promoting rural prosperity and stability,and building a modern agricultural industry system.This paper consists nine chapters.The major research content and conclusion are as follows:(1)Combining with the reality and present of agricultural industry and based on the reality,this paper aims to point out the present issue and analyze the underlying causes of the reality problem,dig out the scientific issues behind the present issue,and then put forward the worth studying.And define the scope of study and related concepts.(2)Understanding the present research level of industrial convergence and applied economic theory and typical method.Reviewing and recounting the domestic and foreign research of industrial convergence,especially industrial convergence of agriculture.Try to analyze the connection between each theories and primary,second and third industries convergence in rural areas.According to the national policy guidance,combined with the rural primary,second and third industries convergence achievements in Japan and South Korea,the possibilities to promote rural primary,second and third industries convergence was put forward.Then the Chinese scholars at what research stage were also been analyzed and summarized.(3)Construction of the analysis framework: Although there are many causes for the current agricultural dilemma,the main reasons were traditional agricultural industry development models and structures then analyze the relationship between the growth of farmers' income,rural economic prosperity and the agriculture industrialization,the results shows that it need to promote agriculture industry mode transferring,structure adjustment,and promote the convergence development of the primary,second and third industries in rural areas.And then construct a framework with logic consistency that consisting the convergence development impetus,quality and modes of agricultural primary,second and third industries.(4)Analysis of dynamic mechanism: First of all,the convergence development is the extension and development of the convergence theory,and the convergence development shows the convergence within the industry or between industries.Then,the nature of convergence development of the rural primary,second and third industries is analyzed,the convergence dynamic mechanism,condition was demonstrated.The result shows that the impetus of convergence development is reduction of transaction cost and improvement of converged earnings.(5)Analysis of convergence quality: Essence of the convergence development of rural primary,second and third industries is that the process of the external link of rural industry decreasing continuously,the transaction costs reducing continuously,and added value increasing continuously by the convergence and coordinated development between primary industry and the second and third industry.Demonstrate and prove the convergence path and construct the model,according to the convergence quality and convergence level,dividing the convergence development of rural primary,second and third industries into different grades.Try to make a comprehensive evaluation on convergence quality from the perspective of east-central-west regions.The empirical analysis shows that Chinese rural convergence development level of primary,second and third industries development is still at a low level,and each regions and providence exhibits obvious differences.(6)Analysis of convergence model: According to the relationship of convergence development of rural primary,second and third industries,this paper tries to analyze the three typical mode with the perspective of convergence connotation,mechanism and quality.Overall,the current Chinese convergence development of rural primary,second and third industries is still at the primary stage,the convergence development degree is low as well as superficial,the rural industry for retardation,the penetration that the advanced technology works on the rural industry is not strong,which are consistent with the previous results about the whole convergence development quality.(7)Foreign experience and inspiration: Compare with foreign agricultural industrialization,especially the advanced experience and model of “industrialization of six times” which comes from Japan and South Korea,and connect with the above mentioned research to analyze the developed countries' advance experience that promote the industry convergence,and then apply to the convergence development of Chinese rural primary,second and third industries.(8)Case analysis: combine the basic theories and framework to make an case study.Selecting of Longshan County in mountainous area of Wuling as the object of the case study and analyze its situation,which is typical as the “Eight landscape a sub field,semi road and house ”,the arable land accounts for only 8%,per capita is less than one acre,but it also has its unique advantages in resources,which is known as“Wan Baoshan ”.Analyzing the typical experience and mode of Longshan which is “ On the mountain one lives by mountain products;near the water one lives by the products of the sea” with a good momentum of industry development.Its typical practice is: choose the agricultural products processing as the leader,select the advantages and highlight the characteristics,and extend the agricultural industry chain.It focus on the “agriculture +”,expand the new agricultural functions,boost precision poverty alleviation.The Longshan County Takes advanced technology elements of infiltration as an opportunity to adapt to the new normal,open up new integration model.Reduce the agricultural production cost,innovate and integrate the development model,and improving the quality of fusion.(9)Research conclusion and policy suggestion: Summary and comprehensive evaluate of the whole research.According to the 18 th CPC National Congress,the support and reward policy,the precise poverty,“one belt one road” strategy,Internet plus platform etc.,this paper furthermore give new proposal and expectation to the convergence development of rural primary,second and third industriesThe possible innovations of this paper are the following three details:(1)A progressive in the study field.Based on the reality and present,this paper aims to solve the problem that how to reduce agriculture production cost,how to make the profit ofrural industry to be shared rather than poured out so that farmers can get more benefits,how to activate the rural resources to realize that the farmers are rich,and the agriculture is strong.The Study field is a topic closely related to new time.In the past,there was a convergence research connected culture industry with tour industry.However,the convergence development of the rural primary,second and third industries haven't been systemically studied by the domestic or foreign scholars.(2)The expansion of the theory system.Through referencing the basic theory of new institutional economics development economics and industry economics,this paper transforms the analysis method and combines with the transaction cost theory,industrial convergence theory,industrial chain theory in order to reason and demonstrate the convergence development impetus,path of the rural primary,second and third industries,and empirical research on the convergence quality.And then analyze and demonstrate the three typical mode of convergence development of the rural primary,second and third industries,which has an important and valuable reference to the convergence industry especially the convergence development of rural industry,and provide scientific support.(3)Improvement of research methods.Based on the previous methods,combining the study objective and research goal,this paper has made an adaptive improvement to the model.According to the convergence quality and convergence degree,the convergence development of rural primary,second and third industries is classified into different grades.The convergence impetus and convergence quality of the convergence development of the rural primary,second and third industries has been analyzed from east-central-west regions.This paper develops a nonparametric stochastic frontier model the convergence development of rural primary,second,and third agricultural industry integration,the provinces effect,time effect in a non parametric form into integration equation,to a certain extent reflects the innovation of research methods and follow up.
