Analysis On China’s Agricultural Mechanization Development Problems And Research On Countermeasures

Mechanization is an important compose of inovation in agricultural technology and important content of agrieultural modernization.And agricultural mechanization is an important manifestation of agricultural production. With the recent national emphasis of agricultural mechanization, agricultural mechanization has ushered in a new opportunity. In this paper, we mainly analysis the current problems of mechanization in agriculture with statistics. At last this paper draws the relevant factors and conclusions on the current problems of agricultural mechanization in China. In comparison with developed countries agricultural mechanization countermeasures to solve the major issues of China’s agricultural mechanization development is given.Compared with the high level of agricultural mechanization in the United States, France, Japan and other developed countries, the overall level of agricultural mechanization development in China is relatively backward.Agricultural mechanization is still in the process of growing. Agriculture mechanization progress in Japan, and France started after the World War II. National supported policies, encouraging and supporting farmers to invest in agricultural machineries and agricultural machinery organizations and the flow of labor force has played an important role in the mechanization. As the course of agricultural mechanization progress central government made national policies from1949and executive orders to construct the agricultural mechanization. With the economy system reforming agricultural mechanization development policies was changed by central government.Peasants were gradually allowed to purchase and possess agricultural machineries. All the measures vary from developed countries while the developed countries was at the stage of agricultural mechanization.The current situation of agricultural mechanization in China still faced many problems such as uneven distribution of machinery and equipment, agricultural machinery and equipment technical content. All the present problems uncoordinated progress of mechanization affecting the popularity of agricultural machinery in agricultural production. The paper is concerned with weaknesses existing in the current agricultural mechanization development. It mainly talked factors including the input from peasants, decentralized farmland and rural labor force.At last it concludes that peasants are the subject in agricultural machinery progress. Peasants’ investment is very important for in agricultural machinery progress.But Peasants lack of purchasing power of agricultural machinery.Only a minority of large-scale farmland management exists in China.Generally speaking, small peasants scattered farmland business model is the common land management phenomenon.Under the current farmland system.At one hand the scattered farmland management cost are high, while the small-scale machinery and equipment and insufficient supply.Thus constituting a small-scale dispersed a major problem in agricultural mechanization progress under operating conditions. Because the small pieces scattered land high operating costs, Small machinery and equipment and insufficient supply,it also bad for agricultural mechanization.The current rural labor force working on the farmland consists of the old,the women and the children who are not enough educated so that lack of ability to drive the machineries. Countermeasures for the problems in the development of agricultural machinery is given:a national policy to the tilt of agricultural machinery production, the planned financial subsidies to peasants’ invest in agricultural machinery.The corporate low tax breaks.Meanwhile, respect for the dominant position of the farmers, so that peasants can choose according to market agricultural production and management.Government should encourage and guide peasants to run their own business. Exploration into land management area as the standard for the idea of subsidies for agricultural machinery purchase subsidy, the implementation who purchase who gets subsidies and who farm who farm who benefit from the principle, so contributing to the development of agricultural machinery specializationoperations and agricultural production, centralization, specialization of agricultural production.Governmental regulation and guide Peasants to the formation of agricultural production cooperative organizations, the implementation of the centralized investment of agricultural machinery, rational use and rational land planning, development of mechanized operations.To encourage agricultural production to professional development, foster agricultural machinery specialized households, specialized households of agricultural crop, the division of labor, so that it can effectively solve the configuration of the agricultural machinery and labor shortages, and promote the increasing use of agricultural machinery.The paper is divided into six chapters.In the first chapter, the background,the significance of this study and the content and methods are talked.
