Comprehensive Level Evolution And Solutions Of Agriculture Mechanization In Hunan Province

Agricultural mechanization is the foundation of national economy and social development and an important guarantee to promote the synchronous development of agrncultural modernization.The development of agricultural mechanization is affected by not only the natural conditions but also the social and economic situations.The researchers in China have carried out extensive research on how to correctly evaluate the comprehensive development level and how to standardize the evaluation index system of agricultural mechanization.Those previous research were mainly concentrated on the agricultural mechanization development in the northern China or coastal areas.The question on how to establish a suitable evaluation system and evaluation model for the hilly such as in Hunan Province,however,still remains unresolved.It is urgently needed to establish a correct evaluation system to measure the comprehensive development level and put forward countermeasures to improve the agrncultural mechanization in Hunan Province.In this study,the statistical index and data of the agricultural mechanization in Hunan Province in recent years were used to investigate the agricultural mechanization development in Hunan province.Based on the data of comprehensive operation degree,comprehensive support ability,and comprehensive social benefit of agricultural mechanization,the comprehensive evaluation index system of the agricultural mechanization development in Hunan Province was established by employing the gray correlation method and the information entropy theory for the weight coefficient of thirteen indexes determination.Then,the evaluation model of the agricultural mechanization level of Hunan province was built.The agricultural mechanization development Gray system was also used to establish the gray albedo weight function,and finally a gray clustering comprehensive evaluation model was established on the basis of gray system theory.By using the DPS 15.10 data processing system,the established comprehensive evaluation model and stage appraisement model for the agricultural mechanization,the comprehensive level of agricultural mechanization in Hunan Province in the past five years were calculated and evaluated.The result shows that the comprehensive level of agricultural mechanization im Hunan is still at a transition stage from an initial development level to a middle development level.The relationships and the importance ranking among the indexes of the evaluation system of the agricultural mechanization were analyzed by using a relevance analysis method.It shows that the mechanization degree of the harvesting machines is the most important factor in the development of agricultural mechanization in Hunan Province,and then are the original value of agriculture machinery per worker and the annual agricultural output per worker in sequence,while the seeding mechanization is the lowest importance second-order index in the system.Agricultural mechanization support ability is the first-level index which has the greatest influence on the evaluation value of agricultural mechanization level,followed by the degree of agricultural mechanization operation and the comprehensive social benefits of agricultural mechanization.The analysis results pointed out the current development of the agricultural mechanization in Hunan Province at present:the regional development of agricultural mechanization is uneven;the structure and layout of agricultural machinery equipment is not reasonable;the operation bottleneck is difficult to break;and the comprehensive support ability is imperfect,and so on.At the same time,the analysis suggested that we should strengthen the agricultural policy support,optimize the structure of agricultural machinery and equipment,improve the personnel quality for agricultural mechanization,speed up the construction of agricultural mechanization demonstration park,promote agricultural mechanization services industrialization,accelerate land circulation,and develop the scale management and operation.This study provide scientific analysis and suggestions for the agricultural machinery management and decision-making departments to promote the agricultural mechanization for a comprehensive,healthy,rapid development.
