China is a large agricultural country, nearly900million peasants. Rural areas are in a"bitter","poor" and "dangerous" situation ".Agriculture becomes inefficient fragile industry,peasants eventually become the largest vulnerable groups.“Three Rural Issues” has becomethe obvious shortcomings in the economic and social rapid development, which is directlyrelated to the full completion of the realization of a well-off society in an all-round way,andthe relationship between the sustained, stable and coordinated development, so we mustattach great importance to it.Dongping is a traditional agricultural county, exempted14townships,716Administrative villages, a population of780,000, with a total area of1343square kilometers.It has mountains, plains and lake lying roughly one-third each. In recent years, the localgovernment attaches great importance to the “Three Rural Issues”, and vigorously promotesthe development of agriculture and rural economy, and significantly improves the livingstandards of peasants. So the peasants’ income shows the new features. But comparing withthe advanced regions, it is still at a low level, and there is a certain gap compared with therequires of the masses.This paper briefly introduces the theory of the peasants’ income research at home andabroad, and then describes the theoretical basis to improve peasants ’ income. And thenanalyses a variety of factors that affects the income of the peasants, starting from theDongping peasants’ income status by the vertical and horizontal comparison. Then itanalyses a comprehensive system about Dongping peasants ’income status and trendsanalysis from the five resource factors, industry structure factors, price factors, policy factors,labor factors to restrict the growth of peasants’ income. It explores the promotion to peasants’income growth.Finally, it puts forward the specific measures to enhance the potential of peasants’income, which includes adjusting the industrial structure, promoting urban and ruralintegration process to further deepen and improve the rural reform and intensive training andso on.
