| In recent years, most power grid enterprises in China were confronted with theproblems of low profit and lack of own funds, thus resulting in insufficientinvestment on the new power grid projects. On the other hand, the cost of theconstruction projects of power transmission and distribution cannot be recoveredthrough the current electricity price system. Therefore, through the economicevaluation of power grids project, on the one hand, we can improve the currentbusiness environment of power grid enterprises based on the evaluation results; onthe other hand, the evaluation result can provide a theoretical basis to adjust thepower price in China. However, for some reasons, the research on power gridsproject economic evaluation has not received much concern. This dissertation try toprovide and empirical study on the economic evaluation of Miyun power grid projectusing the theory of project economic evaluation.In this paper, based on the analysis of the electricity supply and demand,demand forecasts, we analyzed the problems of Miyun power grid and proposed therecommendations to improve the current power grid. Then, based on the specificcharacteristics of power grid and the economic evaluation theory, we selected someevaluation indicators, such as payback period, net present value, and internalinvestment rate of return, and set up a comprehensive evaluation index system andmethods for power grids.In this paper, we provided an economic evaluation of Miyun power grids aremainly based on the theory of hierarchical fuzzy evaluation. That is to say, wedetermine the value of the evaluation indicators relative to the corresponding indexof the layer at first, then calculate the weight of each indicator, and get the evaluationsesults using the gained weight through hierarchical fuzzy evaluation.We found that: Although the theory of economic evaluation of the grid projecthas been attracted much concern, the application of the theory to some special power grid should be pay more attention. Therefore, we should understand the purpose ofthe evaluation, set up the institution of the evaluation, and develop the evaluationrules. More specifically, we should set up a evaluation group which include theprofessionals in the fields of planning, marketing, financial, technition and others.The evaluation institution should be also independ to other department of thecompany, so that it can develop implementation rules, adjust the evaluationprinciples, provide the industry benchmark rate, clear reporting procedures andcalculation methods.The main contributions of this paper are as follows: we proposed the view pointon the problems of why should give economic evaluation of power grids, what thecurrent status of the economic evaluation of power grids, and what is the problem toevaluate power grids, and how can we provide suggestions to evaluation. Thisresearch will contribute to the understanding and the practice of the economicevaluation of power grids. From the view point of operation of economic evaluation,study the evaluation steps and calculation methods, and apply them to the practice ofthe economic evaluation of Miyun power grids, so that provide a reference for themanagement of the specific completion of the evaluation work, and play a positiverole in promoting the smooth development of the economic evaluation of powergrids. |
