| Pension System is a kind of welfare system, which is in order to protect the basic living ofworks after retirement. The design of the retirement system is very important for building asocialist harmonious society. Nowadays, there are different pension systems betweengovernment organization and institutions with enterprise in China. The two different systems arenot good for China establishing multi-level pension system.Before1984, the employee of U.S. public sector and private sector had their own pensionsystem. After1984, U.S. Federal Government Strongly required public sector employees join thesocial insurance. At the same time, the government established an occupational pension. Fromthat time, the employee of U.S. public sector and private sector both joined the same socialsecurity. Maybe we can learn from the United States. We can design a system which putgovernment organization and institutions into the basic pension system; we can also establish anoccupational pension for them.This thesis consists of five parts. The first chapter drew an overview on the situation ofcivilians’ retirement security system over the world and the significance of this research. Thesecond chapter focuses on the reform history of government organization and institutions. Thethird chapter analyzed the disadvantages of two-track, and the necessary of mergence. The forthchapter systematic introduce the federal government employee’s details of the pension system.And also introduce the state government and local government and non-profit organizationsemployee’s details of the pension system. It introduces the eligibility requirements andcontributions and distributions of CSRS, and FERS, and457plan, and403(b) plan. The fifthchapter, we are strive to establish a social security system with equality, fairness andnon-discriminatory. Considering with China’s actual situation, we should establish a multi-leveland national co-ordination social security system. |
