Research On Incentive Effect Of The Special Funds Of National Development Plan In High-tech

High-tech and high-tech industry gradually become means of competition between country and country especially the great powers, with high-tech as the core a new round of the revolution of science had a huge impact on social productive forces and technology and the progress of human society. As countries increase financial investment in science and technology, and the social from all walks of life has paid more and more attention to the government of the special research into incentive effect, people began to worry about, or even suspect that the financial investment in science and technology management system and whether it could meet the economic growth in China and the requirement for sustainable development of the society.The related industries get the aid from the special research state funds mainly through all kinds of national science and technology development plan. The national science and technology development plan emphasizes the government target, this paper with the incentive effect of the national863plan special funds as an example, it researched for the key factors of the special national capital investment value orientation, explored to improve the incentive effect of national863plan special funds effective way. It provided beneficial references for formulating more effective science and technology policy in the future and promoting the independent innovation ability of the high-tech industry and enhancing China’s overall strength.The main line of this paper:it reviewed the domestic and foreign literatures about the incentive effect of special funds and analyzed special funds and incentive effect of the relevant theories and research methods and the situation at home and abroad, and on the basis of national high-tech development plan with special fund of incentive high technology industry as research samples, and it combined the method of factor analysis and multiple linear regression the establishment of the model of the incentive effect of national863plan special funds in high-tech. First, it used the method of factor to get the comprehensive factor score of the effect of independent innovation in high-tech industry, and based on this, the comprehensive factor score will be as dependent variable, it was designed to make the special fund of national863plan to R&D proportion in high-tech industry as a variable regression analysis, further to return to the analysis, finally it proposed reasonable countermeasures to raise the incentive effect of national863plan special funds in high-tech.
