China has placed important roles in attracting foreign investment and advanced technology after reforming and opening, the purpose of tactics above is to promote the domestic technology and then enhancing the efficiency and quality of economic growth. Comparing other enterprises, how about the research and development efficiency of the state-owned enterprises? What are the differences between state-owned enterprises and other enterprises about R&D expenditures effecting on the output, especially overseas-funded enterprises? The question above are concerned in the master thesis.This thesis is expected to analyze the efficiency of R&D expenditures in state-owned enterprises and other enterprises by comparing the influence of R&D expenditures effecting on the industrial added value. The thesis also wants to make clear if there are some differences about other independent variables besides R&D expenditures. Based on summing up history papers, this thesis built up an economic model which formulated the dynamic relationship between R&D expenditures and industrial added value. Samples of the thesis are large and medium-sized industrial enterprises in Shandong province. The economic model used here is autoregressive distributed lag model. Based on the samples and model above, theoretical analysis and empirical analysis can be processed.The paper consists five chapters. Chapter1is introduction. The purpose of this part is mainly to introduce the background, significance, research logic and main contents, innovation and deficiencies of the paper. Chapter2is literature review. The purpose of this part is summarizing previous studies and making comments on them. Both domestic and foreign scholars on R&D expenditures and total outputs are concerned. Based on the existing achievements appraisal, the research value and research train of thought is proposed. Chapter3is about theoretical analysis, which focuses on the dynamic relationship between R&D expenditures and industrial added value. Based on analysis above, the paper set up an economic model. Chapter4is an empirical analysis about dynamic relationship between R&D expenditures and industrial added value. Chapter5is conclusion. First of all, sum up the conclusion of the thesis and bring up policy suggestion. Secondly, give a panorama of the deficiency and research direction.There are two innovation aspects of the thesis. The first one is constructing an autoregressive distributed lag model which formulates the relationship between R&D expenditures and industrial added value. The second one is comparing the state-owned enterprises and other enterprises.The main conclusion of the paper is there are no significant promoting effects on industrial added value by R&D expenditures in Shandong province. At the same time, there are different effects between different enterprises. In state-owned enterprises and overseas-funded enterprises, the R&D expenditures can draw influence on industrial added value in the same year and the next year, but we are not sure if the effect is positive. In private enterprise, the R&D expenditures can draw influence on industrial added value in the same year, and we are also not sure if the effect is positive. In collective enterprises and Hongkong, Macao and Taiwan enterprises, the R&D expenditures can draw influence on industrial added value in the same year. But the effect of collective enterprises is not significant, and in Hongkong, Macao and Taiwan enterprises, the effect is significant in10percent level.The thesis indicates that the R&D expenditures do not promote the economic growth of Shandong province enough. So the government of this province should give more policy supports to encourage enterprises to enhance their ability of independent innovation. The local government should formulate the long-term and stable policy support for technical innovation, in order to help enterprises to grasp the direction of government policy, to adjust their own innovation strategy, and to improve the efficiency of R&D expenditures. At the same time, the government policies should be based on regional industrial layout and long-term benefits should be considered. The most important is different enterprises should be given equal treatment.
