Regional Industry Transfer Of Western Local Governments Cooperation Governance Research In China

From the developing process of western developed country and the practice ofChina since Reformation And Opening, the development of the national economy ismostly accompanied by regional economic growth. Now China has formed three maineconomic zones, including the Pearl River Delta, Yangtze River Delta andBeijing-Tianjin-Hebei economic zone, and also some comprehensive reformExperimental Zones, including Tianjin new coastal area, Chengdu and Chongqing,Pudong New Area. A kind of gradient pattern from east to west, and the higher to loweris gradually formed. The eastern coastal cities have geographical advantage andgovernment’s lead, so they have priority to learn form the developed countries. But thewestern areas develop slowly. Research shows industrial gradient leads to industrialtransfer, and the industrial transfer will accelerate the narrowing of regional industrialgradient. With the development of the regional economy, the diversification andhigh-end of industrial transfer benefits the regional public management, but it alsobrings new challenges and problems like repeated interruption of regionalintergovernmental cooperation and ineffective coordination.From the above analysis, the author thinks that the planning and development ofregional economy is not only a pure economic problem in the progress of promotingthe regional development coordinately. In fact, the development is accompanied by theevolution of national public management system. Therefore, the cooperationgovernance among regional governments is necessary to the regional harmoniousdevelopment, and it also becomes the most-watched trend in current practice of thepublic management.This paper focuses on the industrial transfer in international and domesticcooperative governance. The main works are as follows:Firstly, the paper analyses the governance theory in detail, and then studies on thecooperative governance theory based on the traditional theories. This step aims atlaying a solid foundation for the ultimate goal which is the deduction of CooperativeGovernance Theory and the establishment of cooperative governance mechanism. Secondly, except for the theoretical deduction and analysis, this paper also does aresearch and summary on the specific experience of the cooperation governanceamong local governments in those regions which develop firstly during theinternational industrial transfer, in order to verify our theoretical analysis and provide areliable theoretical basis to the design of cooperation governance mechanisms.Finally, this paper makes a comparative analysis on theoretical and practicalconditions. It establishes a cooperation governance mode due to the practical situationand aims to further the establishment and promotion of cooperation governancemechanism in the western local government.
