Balance Of Sustainable Housing Project Evaluation Research

Housing security program being an important part of the social security system, also the one playing a political roll in maintaining harmony and stability of society, and since constructions of housing supporting projects aim at achieving social equity and improve the overall welfare of the society, thus, when carrying out evaluations, the ones should and must be integrated into consideration involves not only economic value, but also the social and ecological values of the housing support projects. In addition, for instability of policies on land exploring and housing constructions, it is of quite a certain theoretical and practical significance of the establishment of a sustainable and balancing evaluation system which is on comprehensive considerations of both the uncertainty of housing support projects and relations to the concerning extents of the main subjects’on social welfare.The method of sustainable and balancing evaluation on housing security program is a comprehensive evaluation system basing on game of economics’and combination of balanced evaluation thinking of risk aversion and of interactive fair pursuing. Here in this paper, the theory point constituting balancing and sustainable evaluation method is described at first and a exact balancing and sustainable evaluation system is established by comparing and analyzing with traditional projects evaluation methods, and involving Kohler’s interactive fair pursuing balanced evaluation model and Shalve’s risk aversion balanced evaluation model.Then, by analyzing status and problems in process of land exploring and institution building, behaviors among associated beneficial subjects, in development of housing security program, balancing and sustainable evaluation models for land exploring and institution building were constructed, and were used to assess the value of the strategy at housing security program achieving the welfare maximizing and the possibility of the strategy, namely, the guarantee to the increase of the project’s social value and overall welfare besides the realization of its economic value. In the final, taking Changsha’s housing security program for example, the sustainable and balancing evaluation methods was adopted to analysis the beneficial changes before and after implementations of a number of housing security policies, which being an practical application of the sustainable and balancing evaluation methods, as well as providing empirical support for the theoretical studies of this paper, a new idea for evaluation method construction on real-life housing support, and some political recommendations for relevant administrative departments.
