With the development of economic globalization, more and more intense competition among the cities declares China’s entry into the city marketing era. As a result, city marketing has become a key approach to getting rid of city development dilemma, promoting social and economic development and improving city competiveness.Based on the theory of city marketing and successful city marketing experience at home and abroad, the paper analyzes the status quo of environment inside and outside Huaihua city, explores Huaihua city strategic positioning and proposes some reasonable and workable Huaihua city marketing strategies.It is found that the traffic advantage of Huaihua city has been declining. The development of resource-based industry is unsustainable, the development potential of processing industry and manufacturing industry in Huaihua is also terribly limited. The unique advantages of Huaihua city are ecological environment and local ancient eco-tourism resources.On the basis of analysis of Huaihua city marketing, the paper points out as a border center of Hunan, Hubei, Chongqing, Guizhou, Guangxi provinces (or municipalities area), Huaihua city should give first priority to the development of tertiary industry such as tourism and logistics industry, develop processing industry and manufacturing industry as representatives of secondary industry and develop primary industry such as characteristic agriculture, efficient agriculture and ecological leisure agriculture properly by means of traffic advantages, ecology and resources advantages and policy advantage.When comes to city marketing countermeasures, this paper suggests that Huaihua city should speed up urbanization, promote a benign interaction pattern and countermeasures of urbanization and industrialization to support the construction of Huaihua city as a border center. Meanwhile, this paper puts forward a workable and bold design to establish Huaihua (far) ancient cultural leisure tourism brand and construct a city brand as Public Welfare Huaihua City.
