Large population ana relative snonage or resources is China s basic national conditions, especially as the basic resources-land, so is more serious of various kinds of waste and unreasonable use and idle. To ensure sustainable development of our economy and society, we must firmly implement the basic national policy of "Great value and reasonable use of every inch of land, effectively protecting farmland", to achieve "dynamic balance of total arable land," the State encourages land consolidation. As an effective means of increasing arable land, raising income of the farmers, improving the living environment in rural the land consolidation occupies a pivotal position, especially in recent years, with the construction of new socialist countryside, the land issue becomes a new constraint problem to its development. How to break the land constraint problem, in-depth study and discuss of the new appropriate mechanism of rural land consolidation has become an urgent issue.This article choices land consolidation project of Wulingyuan scenic of Hunan Province as the research object, based on the general-use planning of the construction of international ecological tourism area, under the support of3S technology, research in progress at home and abroad, it makes a systematic summary of rural land consolidation, regional sustainable development and landscape ecology, simultaneously it makes clear that the meaning, nature, characteristics of the evaluation model of rural land consolidation possible degree to mold landscape-ecological-improved and do some empirical testing. At the same time on the basic of the characteristics of different areas of Land consolidation, building a viable model for the evaluation index system level of land consolidation from landscape ecology, topography, soil and vegetation. In this process, it uses Principal component analysis, Hierarchical analysis, Expert participating law to determine the weights. Use of mathematical quantitative analysis, index analysis, comparative analysis, factor analysis and other methods of combining practical evaluation of land consolidation were analyzed. This article starts from the perspective of landscape ecology, according to theories, focus on the social, economic and environmental landscape selection of indicators in three areas, applying GIS, RS and other technology and mathematical theory, making the area of Wulingyuan of agricultural land consolidation for case analysis, getting the following results and conclusions:(1)Land consolidation is one way to resolve the current conflict and ease restrictions on the economic development of effective measures, land consolidation on the sustainable use of land resources have a significant impact, mainly in the ecological, economic, social three aspects.(2) On the based of summarizing research results, developed a set of assessment index system of feasible degree model of land consolidation model, using a combination of qualitative and quantitative methods of ways to make the evaluation more reasonable and scientific.(3)Land consolidation is highly targeted, in different regions, the index system、evaluation method、operation mode is different, there is no one size fits all fixed patterns. This article analyzes land consolidation of the Wulingyuan scenic spot, reaching the corresponding results and conclusions.
