| With the rapid development of China socialist market economy, railway transportation enterprises appear inefficient management and market share shrinking. Improving the operational efficiency of railway transportation enterprises becomes the main way to solve these problems. Thus the evaluation of railway transportation enterprise operation efficiency receives the railway workers’more and more attention. However the objective basic conditions have a great effect on operational efficiency in the railway transportation enterprise operating practice. How to guarantee the object and just of the evaluation? It has important theoretical and practical significance for improving the railway transportation enterprise capacity level.This thesis firstly elaborates the background of the research for evaluating the effect of railway transportation enterprise operation, analyzes the present situation from the internal and external, and gives the content of the research. Then it introduces the theory of China’s railway operations management and efficiency evaluation and systematically analyzes the factors which influence the operational efficiency of railway transportation enterprises form the external and internal environmental factors. The thesis establishes evaluation index system combining with the index selection principle. Based on analyzing the limitation of DEA basic model and aggressive, benevolent cross efficiency and combining with the characteristics of railway transportation enterprise competition and collaboration coexist, it puts forward a neutral cross DEA method and the steps to calculate railway transportation enterprise operation comprehensive efficiency, technical efficiency, scale efficiency. Finally, it uses the model to evaluate the China’s18railway administration operational efficiency and gives a theoretical solution to improve the operational efficiency. |
