With the rapid development of China’s economy and the relatively weakness of our management and technical level, the shortage of energy and pollution of environment has become two serious obstacles to China’s sustainable development. To solve the high energy consumption and high pollution caused by current traditional mode of economic development and build a sustainable development model for our country become two of the most important problems.As the basic and service industry of the national economic and social development, the transportation sector becomes one of highest energy consumption and emissions of carbon dioxide sectors in China. Therefore, efficiently use of energy and reduce the release of carbon dioxide directly influence the development of transportation industry. Based on this, scientific and reasonable evaluation of efficiency is becoming crucial to China’s transportation sector.Data envelopment analysis (DEA) proposed by Charnes et al. has been widely applied to evaluate the relative efficiency of decision unit with multiple inputs and multiple outputs. However, as we take carbon dioxide and other undesirable outputs into consideration, the traditional DEA assumptions on efficiency and efficiency improvement are no longer applicable. More effective accurate measures to analyze the production efficiency with unexpected output are the tireless pursuit of researchers and experts.According to these two above aspects, this article proposes an improved MEA (multi-directional efficiency analysis) model based on DEA theory to value the environmental efficiency of China’s transportation sector.The research framework of this article is as followed:We introduce the research background and the definition of the basic concepts, mainly about elaborates research significance, research methods and innovations in the first section. In the second section, we briefly introduce the history of DEA, the related concepts and the basic model. We summary and comb the mode and application of DEA for the measurement of energy and environmental efficiency. The third section analysis the shortcomings of the previous environmental efficiency evaluation DEA model and introduce the MEA method. The fourth section mainly evaluates the efficiency of China’s transportation industry based on MEA model. In the fifth section we apply DEA-Tobit regression analysis method to analyze the causes of the effect of regional energy and environmental efficiency of China’s transportation sector. We work out the concrete factors and then put forward the relevant policies and proposals. In the last part of our paper, the summary and prospect are given.
