During the period of Twelfth Five-Year Plan, with the rapid development of China in economic and social aspects, the electricity demand of the whole country will continue to grow in the near future. With the opening up of the generation market, the internal and external environment of generation enterprises has been rapidly changed so as the operation and management systems of power enterprises is facing with unprecedented challenges. At the same time, as one of the greenhouse gas emitters in our country, generation industry will become the key to promote the energy conservation and emissions reduction, as well as the sustainable development. In that case, the traditional operating evaluation mechanism of generation enterprises will be not only difficult to be compatible with China’s low carbon development requirements, but also unable to fully reflect the reality of management and production situation of generation enterprises. In order to realize the strategic development of generation enterprises in China, low carbon development should be incorporated into evaluation system to design a new evaluation method. This has become a hot research topic at present.The operation efficiency evaluation of generation enterprises is different from that of the traditional manufacturing enterprises. Due to the main business of generation enterprises, the operational efficiency evaluation of generation enterprises must contain the analysis and evaluation of production capacity of generation enterprises. Besides, the production and operational activities of generation enterprises also includes the process of acquiring and using the funds, which is necessary in the evaluation of operational efficiency. At the same time, comprehensive reflection of production and operation management of generation enterprises can be achieved through operational efficiency evaluation in order to optimize the strategy which is in conformity with the practical situation of power generation enterprises. Therefore, the operational efficiency evaluation will be one of the important means to enhance the comprehensive competitiveness as well as the level of the management of generation enterprises.In this paper, firstly, along with the analysis of differences between operational efficiency, technical efficiency, business efficiency and economic efficiency, the concept of operational efficiency of generation enterprises will be derived. At the same time, the operational status of generation enterprises under the low carbon situation will be analyzed from the following aspects:generation, business management as well as low carbon development. Besides, this paper has analyzed the characteristics of various kinds of evaluation methods in order to present the applicability of data envelopment analysis. Secondly, the operational efficiency evaluation index system will be built including financial indexes as the core, supplemented by electricity production indexes and low carbon development indexes. Meanwhile, the indexes have been divided into two categories:input and output, and the normalization method have been derived. Thirdly, original appraisal model of data envelopment analysis will be built, but the result of this model is susceptible to be influenced by extreme value and the effect of negative and positive indexes. Hence the model will be improved, the saddle point algorithm will be used to evaluate the operational efficiency of generation enterprises and verify the scientific and rationality of the model. At last, this paper will propose the optimized operational strategy of generation enterprises under the background of low carbon according to the present situation of generation enterprises.
