The Research On The Early Warning Mechanisms On The Of Mineral Industry In Our Country

After China’s accession to WTO,the import and export volume of mineral products continued to rise,foreign direct investment also increased rapidly.However,The recoverable reserves of China’s oil, iron ore and other mineral resources,which are relate to the people’s livelihood have been declining,while the independence of foreign countries on these mineral resources is gradually increasing.This situation restrict the the sustainable development of mineral resources,the issues of the security of mineral resources industry urgently need to be solved.On the basis of analyzing the factors of impacting the security of mineral resources industry, this paper aims to analyze the early warning mechanisms of the security of mineral resources industry.In the first place,After analyzing the facors of impacting the security of mineral resources industry,this paper point out that macroeconomic environment, industry self-development and the development of mining enterprises are three major factors of affecting the security of the security of mineral resources industry.In the next place,this paper establish safety evaluation system from macro, meso and micro levels of mineral resources and measure the safety of five sub-sectors of mining industry,which includes the Mining and Washing of Coal, Extraction of Petroleum and Natural Gas, Mining and Processing of Ferrous Metal Ores, Mining and Processing of Non-Ferrous Metal Ores and Mining and Processing of Nonmetal Ores by the combination of Information Entropy and Grey Theory.The research results show that the safety situation of the Mining and Washing of Coal, Extraction of Petroleum and Natural Gas, Mining and Processing of Ferrous Metal Ores, Mining and Processing of Non-Ferrous Metal Ores and Mining and Processing of Nonmetal Ores mostly is either safe or basically safe.Once again,the paper measure the safety and study the early warning the safety of mining industry. The research results show that during2002-2009, the safety situation of mining industry is better. The safety situation of mineral resources industry is safe expect in2002, affected by he insecurity state of the Extraction of Petroleum and Natural Gas.In conclusion, we put forward some suggestions on how to promote the safety of mineral resource industry according to the discussion.
