The Research About The Impact Of Export Refund On Anti-dumping In China

As our national export promotion mechanism，the export refund has played animportant role in enhancing the international competitiveness of export products andincreasing export and promoting economic development. However, with theincreasingly closely and competitive global economy, China suffered from foreignanti-dumping, along with the increasing number of cases and the growing range ofinvolved products. In addition, the number of countries or regions which launchinganti-dumping are also increasing, and the final ruling anti-dumping duty is higher. Inrecent years, the export refund has been adjusted for many times, and more exportproducts have been involved in the process of improvement of the institution. Thisthesis reviews the issue of export refund institution and investigates the relevance ofanti-dumping and export refund. Furthermore, this thesis analyzes the strategy ofadjustment and improvement from the perspective of the anti-dumping.After systematically discussing the basic theories of the export tax rebate, andcommentates the issue which exists in the export refund institution. Based on theresearch, the article study the impact of China’s export refund on the anti-dumpingfrom two aspects, by using the methods of empirical analysis and complete dynamicgame.The thesis introduces trade surplus, through empirical analysis of econometricmodels of export rebate rate and the trade surplus for the number of anti-dumpingcases, and the results show that the average export tax rebate rate, and the tradesurplus have an obvious correlation with the anti-dumping cases. Then, the thesisanalyses the decision-making mechanism and influencing factors of the optimizationof anti-dumping duty rate under complete and dynamic information by means of therelevant theories of economics，game theory. Finally, the thesis made a summary ofthese factors while providing our government and domestic firms some suggestions onimproving the institution of export refund and responding to anti-dumping.
