Anti-dumping(Anti-Dumping)is a common method used to resist the dumping of foreign goods on the domestic market, and it has a strong sense of trade protectionism.Anti-dumping is one of the trade remedy measures allowed by the WTO.Although the General Agreement on Tariffs and Trade makes explicit restrictions on it,countries still frequently use anti-dumping measures to protect the healthy development of their industries.Since the establishment of diplomatic relations between China and the United States.the bilateral trade between the two countries has become closer and closer.Sino-US economic and trade cooperation has long become a community of interests that"has me among you and you have me." However, with the rapid development of the Chinese economy,Sino-US trade frictions have gradually increased, and the United States has implemented anti-dumping trade protection measures against China more and more frequently.Aiming at the problems of anti-dumping influencing factors in China and the United States, this article uses the number of anti-dumping initiated by the United States to China from 1993 to 2015 and the number of final affirmative rulings. The ADF test,Granger causality test, and negative binomial counting model are used from theory and evidence Two aspects have studied the influencing factors of US anti-dumping against China. The results show that:(1)there is a significant negative correlation between the US GDP growth rate.Sino-US political relations, and US direct investment in China and the number of US anti-dumping cases against China;(2)the rate of change of the exchange rate of the US dollar against the RMB,and the penetration of US imports into China There are significant positive correlations between the rate of China’s exports to the United States and the dummy variables entering the crisis in 2008 and the number of US anti-dumping cases against China.Aiming at the suppression effect of US anti-dumping to China on China’s exports, this article uses 1993-2015 HS six-digit coded data of the US anti-dumping products involved in China to find the value of China’s exports to the United States(export volume)using a differential GMM model. The counterfactual estimation method studies the anti-dumping effect of US anti-China on China’s export value(export volume)of the products involved. The results show that there is a significant negative correlation between the export value(export volume)of the products involved and the data of the first and second years of anti-dumping filings and affirmative rulings of dummy variables. This shows that the US anti-dumping to China has a short-term trade restriction effect, and has a tendency to continue, recover and rebound in the long run. Finally,to summarize the research in this article and draw conclusions and put forward relevant policy recommendations,in order to better respond to the anti-dumping investigation initiated by the United States against China.China should do:(1)strengthen its political diplomacy with the United States and establish good bilateral economic and trade relations;(2)expand its export market and reduce its dependence on the U.S.trade market;(3)familiarize itself with WTO trade rules and support Chinese companies to actively respond Lawsuit;(4)Strengthen product technology innovation capabilities and enhance competitiveness in the international market. At the same time, the U.S.side should also actively build a new type of major power relationship with China, achieve mutual benefit and win-win results, and ease Sino-U.S.Trade frictions.
