Research On Land And Resources Informatization At County Level In Hunan Province

At present, China is at the critical stage shifting from survival mode to development mode. The Party Central Committee and the State Council take the changing of growth mode as a strategic task in China’s economic development, and formulate the development mode of10+2industrial revitalization plan, as to accelerate and develop new strategic industries and other policy measures. Industrial structure, as the foundation and core of economic development, is the breach and key to achieve the transition in economic development mode. How can this city cluster realize its transition in economic development during the12th-Five Year Plan? There is no doubt by means of optimization and upgrading of industrial structure. Through the integrated use of statistics and economics theories, techniques and methods, this thesis analyzes relevant2000-2009data of Changsha-Zhuzhou-Xiangtan City Cluster, and concludes this city cluster has a good foundation for industrial structure optimization and upgrading. In view of the three industrial structures, its industrialization rate is higher than national or provincial rate; in view of industrial structure entropy, it decreases year by year, while the concentration of industrial structure is gradually increases; in view of structure deviation of industrial employment, the secondary industry gradually stables its capacity in absorbing new employment; in view of conversion coefficient of industrial structure, the three industrial structures appear different conversion levels, and the second industry has the largest conversion factor and most obvious effects. The four analysis methods applied on industry structure come to the consistent conclusion that this City Cluster has prominent development in second industry. The development level of second industry in this City Cluster is higher than those of the primary and secondary industries, which is generally corresponding to the economic development principle and its development stage. However, to achieve further expansion of its total economic aggregate and improvement in economic quality, current industrial structure in this City Cluster is not competent. There are still problems of unfavorable internal structure of the tertiary industry, salient similarity in industrial structure, and low industrial energy efficiency. All these restrict the sustainable and stable development of the economy. Therefore, through analyzing changes in industrial structure and development in this City Cluster, and on the basis of exploring existing problems that influence optimization and upgrading of industrial structure, the thesis put forward countermeasures and suggestion in strengthening planning guidance, establishing and improving policy system, and completing institutional mechanism.
