Research On The Evaluation About "two-oriented Society" Of Changsha-zhuzhou-xiangtan City Cluster Based On The Set Pair Analysis

In December 14, 2007, State Council approved the Changsha-Zhuzhou- Xiangtan city cluster and the Wuhan city circle as"two-oriented (resource-saving and environment- friendly) society"comprehensive supporting reform pilot areas. This is the major policy decision to promote the rise of the central region and accelerate the coordinated development of three regions of East, Central and West. This is aiming for the construction of resource-saving and environment- friendly society.The paper focuses on establishing the index system and model to the"Two- oriented society"construction evaluation of Changsha-Zhuzhou-Xiangtan city cluster.Based on the research results of sustainable development of the social evaluation and circular economy evaluation foreign and domestic, the paper builds the evaluation index system of"Two-oriented society"construction. Meanwhile the evaluation index system combines with the actual situation of Changsha-Zhuzhou- Xiangtan city cluster. It applies set pair analysis theory to empirical research study on the evaluation index system and Changsha-Zhuzhou-Xiangtan's historical data.Firstly, based on the large amount of foreign and domestic research results, the paper elaborates on the foundational theories, including set pairs analysis theory which is the major theory of the evaluation models, and the comprehensive definition of"Two-oriented society", based on the theories of sustainable development, recycling economy, new economic growth, etc; After describing the history of Changsha-Zhuzhou-Xiangtan city cluster, it combines with the actual situation to analyze the development goals of"Two-oriented society"construction of Changsha-Zhuzhou- Xiangtan city cluster.Secondly, for the design of index ,based on a large number of references and profound study of relevant literatures about social development evaluation, it begins from three basic aspects of"Two-oriented society"construction that are society, economy, and ecological environment. And according to the design principles of evaluation indexes based on the Changsha-Zhuzhou-Xiangtan city cluster's own characteristics, it outlines the index system.Again, on the choice of evaluation model, it successfully applies the set pair analysis theory to the"Two-oriented society"construction evaluation of Changsha- Zhuzhou-Xiangtan city cluster, and establishes a comprehensive evaluation model of society, as well as a coordinated development model of society, economy and environmental resources.It uses AHP to determine the weights of indexes in the evaluation process.Finally, it applies the design index system and evaluation model specifically to the evaluation process of"Two-oriented society"construction of Changsha- Zhuzhou-Xiangtan city cluster;The analysis results can be drawn as:it is at the initial stage of the"Two-oriented society"construction of Changsha-Zhuzhou-Xiangtan city cluster,and the society, economy and environmental resource coordination degree among the three cities is not high. No matter it is in terms of socio-economic development aspect or in the rational use of resources and environmental protection, are need to be strengthed.
