Study On Developing Urban Agriculture Of The Changsha-Zhuzhou-Xiangtan City Cluster In The Context Of Building "Two-oriented Society"

With the acceleration of construction of the integration of The Changsha-Zhuzhou-Xiangtan City Cluster, this city group will develop toward a modern international metropolis. Its agriculture will also transform from suburban agriculture to urban agriculture. Urban agriculture, as a new form of agricultural modernization, plays an important role in promoting the construction of a resource-conserving and environment-friendly society, in charging urban and rural coordinated development, and in building a socialist new countryside and a harmonious society. We must support and promote its development. The development of urban agglomeration puts forward new requirements on the development of urban agriculture. How to plan the urban agriculture in the process of development of urban agglomeration, to maintain the virtuous cycle of social, economic, ecological and sustainable development is a question worth exploring. In this study, using the construction of "Two-oriented Society" as a guide, from an economic perspective, combined with the application of management, geography and other subjects related methods, we will explore the strategy of developing urban agriculture of The Changsha-Zhuzhou-Xiangtan City Cluster in the context of building "Two-oriented Society"This study is consisted of nine chapters, divided into six parts:Part â… . the introduction of the first chapter is mainly a question. The second part is the second chapter and the third chapter. It is mainly a theoretical research; gives an in-depth analysis of the basic content of urban agriculture and the theoretical basis. And it analyzes the relationship between the urban agriculture and urbanization, the relationship between the urban agriculture and the construction of "Two-oriented Society", which shows the significance and direction of the development of urban agriculture of The Changsha-Zhuzhou-Xiangtan City Cluster in the context of "Two-oriented Society". The third part is the fourth chapter. It is mainly an introduction of the experience. By concluding the experience of urban agricultural development in the United States, Japan. France and China Yangtze River Delta city group, the Pearl River Delta city group. Through the analysis of evaluation results, we can identify some inherent problems existed in the urban agriculture development and offer some advices in the next step of urban agriculture plan. Part V is the seventh chapter and chapter VIII. Based on the previous studies, the needs of The Changsha-Zhuzhou-Xiangtan City Cluster's economic and social development, and the requirement of the construction of "Two-oriented Society", we could make the strategy of urban agriculture development of The Changsha-Zhuzhou-Xiangtan City Cluster. Part VI is the conclusion. It summarizes the main viewpoints of this study and puts forward possible innovations and prospects for further researches.The main conclusions are as follows:(1) The development of urban agriculture and the construction of "Two-oriented Society" have many same requirements on the agriculture development. To the development of urban agriculture,"Two-oriented society" is a protection and at the same time, it has many constraints.(2) The empirical results show that:Since2001to2009, the level index of The Changsha-Zhuzhou-Xiangtan City Cluster urban agriculture development showed an upward trend, indicating that in the past few years, the level of development of urban agriculture is on the rise. Particularly, in2007, the State Council officially approved The Changsha-Zhuzhou-Xiangtan City Cluster and The Wuhan City Group as experimental zones of building "Two-oriented Society", which opened the prelude of constructing "Two-oriented Society" in The Changsha-Zhuzhou-Xiangtan City Cluster. The requirements of the construction of "Two-oriented Society" has brought opportunities to urban agriculture development and pointed out the direction. The ecological functions and social functions of urban agriculture get a deep development and usage, and the support from government for urban agriculture has deepened, which all contributed to the rapid development of urban agriculture.(3) The urban agriculture development of The Changsha-Zhuzhou-Xiangtan City Cluster is a systematic project. Our focus should be putting on the following aspects to guarantee the sustained and healthy development of urban agriculture:strengthen the Government's urban agriculture support and protection; create a comprehensive " feedback "mechanism for urban agriculture; foster the modern farmers adapted to the needs of development of urban agriculture; and strengthen the construction of urban agricultural service system.
