In recent years, high-tech industries as a emerging industries, attracted the attention of more and more scholars. Chinese scholars mainly study focus on the layout of the high-tech industries are mostly from the world, national or a province to consider, the case of several cities to common research very little. The studies of the spatial layout of the high-tech industries linked to the regional economic development is very few. This article selecting individual enterprise in the leading high-tech industries in Chang-Ji-Tu region as the study object, based on the calendar year statistics of science and technology department of Jilin province and the high-tech industries department of Yanbian area, and the first-hand information of research and survey, by use of geography, economics and the other theories and methods, the author made a special case study on Chang-Ji-Tu region, research on the layout of high-tech industries and regional economic development. The mainly contents of this article for the following three points.Firstly:In this paper, based on the theoretical study of domestic and foreign scholars, first research high-tech industries development in this region, including high-tech industries development status, history, policy, in addition, according to2008year by the Ministry of Science and Technology and other departments jointly issued the "High-tech enterprise management approach", detailed classification of high-tech industries in the region and according the three regions of different characteristics were selected a leading high-tech industries, the automotive-related industries, high-technology to transform traditional industries and bio-pharmaceutical industries. Second, research the layout changes of high-tech industries in this region, from the number of enterprises, total revenue and the number of practitioners, the results show that:Deeper lever in Changchun area; By contrast, diffusion phenomenon in Jilin area; No significant change in Yanbian area.Secondly:On the questionnaire circulated to empirical research the space associated degree of high-tech industries and regional economic development in Chang-Ji-Tu region, which is the focus of this article. The results show that, from the space associated of the raw materials and components, the high degree of contact of technology simple raw materials and components in this region、the degree of space associated in Changchun area and Jilin area higher than Yanbian area、the high-tech industries in Yanbian area space deeply associated with Changchun area、 the technical complexity of the raw materials and components space deeply associated with the domestic space. From the space associated of the product sales, the high-tech products reliance on the enterprise markets where difference is small in the three areas、the region’s high-tech products sales space deeply associated in domestic region、the few products sold to foreign countries. From the space associated of the R&D activities and R&D staff residence, space deeply associated with the Changchun area、mainly the location of the enterprise, space deeply associated with the region.Thirdly:According all above research and the high-tech industries gather type of Park Sam Ock(self-type, redevelopment type, assembly type and subordinate type), we known that, self-type requires frequent entrepreneurial activity and technological innovation activities, from the point of view of the Chang-Ji-Tu region, Changchun area is this type; Redevelopment type requirements to the development of a mature industry, and technical support, Jilin area fall into this category; Assembly type based the sub-factory of high-tech enterprise, mainly specialized production, the Yanbian area is belong to this category. Based on the above studies, propose a solution of high-tech industries on the regional sustainable economic development in Chang-Ji-Tu region, and summarized the study of this paper.
