Yanji City Agriculture Expenditure Impact On The Agricultural Development

Yanji City is the capital of Yanbian Korean Autonomous Prefecture, Jilin Province, in eastern central city, the forefront of the development and opening up the pilot area cities, Yan Lung integration, core cities. Yanji comprehensive economic strength has always been among the first in Jilin Province, county (city), among the ranks of the National County comprehensive economic strength of the top100counties (cities) and the basic economic competitiveness of the top100counties (cities) in the National hundred competitiveness dynamic sustained upward trend. Compared to the overall economic strength and Yanji City, Yanji City, agricultural foundation is weak, less the total competitiveness is not strong, we need the protection and support. Countries strengthen agriculture and benefit CAU background, Yanji City, continue to increase support for agriculture and the intensity of Fiscal Expenditure then continued to grow, but in terms of the total, or the structure have failed to meet the needs of agricultural development.. Through the presentation and analysis of Yanji City Agricultural Development and agro-spending status quo, to identify the problems in the agriculture spending, and the corresponding countermeasures and suggestions, and to better contribute to agricultural development services for the agriculture spending in Yanji City.In this paper, we use a combination of empirical and theoretical analysis,economics theory as a starting point, combined with the actual situation of domestic and YanJi, analysis of the agriculture spending in fiscal expenditure; combine the quantitative and qualitative analysis, to analyze the YanJi’s total expenditure for supporting agriculture and structural, counting and accounting the agriculture spending indicators and specific values, analyzing the influencing factors; compare the use of vertical and horizontal analysis, analyze the YanJi’s total expenditure for supporting agriculture and structure, analysis of the history and reality, and compare the domestic present situation.Based on the research background and significance, review the study of existing research results at home and abroad; according to the theory of financial expenditure, introduce our expenditure for supporting agriculture and the policy of benefiting the agriculture; by introducing the profiles of the YanJi and the agricultural development, describe the YanJi’s agricultural development features, and to identify the problems of agricultural development; focus on analysis of the agriculture spending current situation, raise the problems of agriculture spending and advanced in this paper. This paper repute that YanJi’s agriculture spending should strive to increase in the total expenditure for supporting agriculture, and guide the social funds flow to agriculture and rural economy, increase agricultural science and technology, strengthen the supervision of the fund for agriculture, and vigorously support the industrialization of agriculture, and scientific planning of urban greening, innovative greening projects the disbursement of funds to ensure the protection of water conservancy construction funds.
