Evaluation And Development Of Reserve Resources Of Cultivated Land In The Yellow River Delta

With the social development, economic construction and ecological evolution, the reserve land resources of the Yellow River delta have great intensified, and the environmental disasters have led to some of the resources destroyed, however, the reserve land resources have taken great changes. Now, the development and construction of the Yellow River Delta has been a national strategy, how much land can be developed in Kenli County in the end? What is the potential of existing land reserve resources? Should the land be the original back-up resource development paradigm shift to other developers? Which is the best way? How to measure the input-output problem? How to combine with the ecological development? So these doubts are the problems how to speed up the development and construction of the Yellow River Delta.This paper includes three main aspects:First, taking the sustainable development theory, the theory of human-land relation and tract sparsely principle as a guide, on the basis of the natural, economic conditions and land use characteristics of Kenli County, guided by the sustainable development idea, taking the regional ecological environment protection as a precondition, the arability of the reserve land resources was evaluated. With the investigation and assessment, the whole reserve land resources of Kenli County is12685.62hm, involving1258evaluation polygons, among which, the easy-develop land which is the first grade land is3815.43hm2,533polygons; the easier-develop land is the second grade land7783.07hm,700polygons; the difficult-develop land which is the third grade land1087.11hm2,25polygons, the percentage of the whole reserve land resources is30.10%,61.07%.8.84%.Second, to be sure the additional land resources, and promoting the economic environment, social benefits, keeping the sustainable use of land, based on the land reserve resources evaluation of Kenli County, this paper analyzed the land resources development and utilization. The two directions are land development and arrangement. The land development direction is scientific planning, carefully designed, using engineering measure and biotechnology, desalination decalcification, aging, improving soil, increasing the using land area. During the land development, we should notice the economic, scientific and the ecological benefits. The land development area in Kenli County is mainly in the middle and eastern region, including saline, grassland, pond water and a little of settling basin. The development area is4935.60hm2, which can increase1040.90hm2after developed. The land arrangement direction is promoting the utilization, increasing land area, improving the land quality, building high standards of farmland. The arrangement area is mainly in the mid-west of Kenli County, the whole area is7495.80hm2, increasing328.90hm2.Third, the utilization measures were taken to combine the problems of the reserve land resources. Mainly taking the combination of the resource development and developing the environment, the whole plan as a precondition, actively promoting the development of large-scale industrial operation, investing in technology to achieve rational allocation, taking various measures to enhance the ability of the sustainable use, compensation mechanism for the establishment of environmental resources, promoting several environmental enhancements.
