This dissertation first defines the concept of the stock of housing and clarifies the characteristics of the stock of housing and market structure, then discussing the general operation of the stock housing market mechanism from two parts, respectively, the stock housing market for sale and the stock housing rental market. Based on the contents of the above analysis, this dissertation combines the health of the stock housing market in the western China with economic theory of knowledge, such as political economy, real estate economics, institutional economics and so on, to build the western stock housing market healthy development evaluation system.With the guidance of theoretical analysis, this dissertation selects the second-hand housing price growth rate, stock and construction market ratio, stock housing market vacancy rate, the rate of housing complaints to evaluate the healthy situation of the western stock of housing for sale.The analysis is respectively in three angles, the effective supply in the market and the extent of demand, the competitive situation between supply and demand, and the market supervision. At the same way, the dissertation selects the rental price growth rate, price rent ratio, and the proportion of the rent account for the consumer spending to evaluate the western stock housing rental market, analyzing supply and demand and market competition status of the stock housing rental market. Based on the quantitative analysis of the index system, this dissertation makes a comprehensive evaluation of the stock housing market in western China from the perspectives of similarities and differences, coming to the conclusion that the western stock housing market is unhealthy.By reviewing the development period of the western stock housing, this dissertation analyzes the stock housing market in western region from a qualitative point of view and finds that the western stock housing market for sale and the rental market have certain problems. Issues in institution are the complicate property ownership, the circulation tax burden and lack of effective financial support. In the supply and demand sides, supply support efforts stay weak, the demand is difficult to reflect the multi-level consumption patterns, and the lack of effective linkage mechanism between stock and construction market. In the regulatory part, problems exist as imperfect information supervision, moral hazard in the fund supervision, and low efficiency in the intermediary industry. According to the problems existing in the stock housing market, this dissertation further analyzes this topic with the help of theoretical discuss, domestic and international successful operation experience. Finally, the article poses measures proposed to promote the healthy development of the western stock housing market in three aspects, such as improvement in institution, optimization of supply and demand structure, and enhance of the supervised standards.
