Preliminary Study On The Non-agricultural Employment Problem Of Landless Peasants In China’s Urbanization Process

With the development of urbanization process in our country, more and more agricultural land have been levied due to the expansion of city scale. Agricultural land and peasants have intricately interrelated relationship. Agricultural land is not only the peasants’sources of food and clothing, but also is the foundation of their survival. Especially in China such a traditional agricultural country, the agricultural land is of great significance and value to peasants. For peasants, agricultural land functions as production material, livelihood security, social insurance and so on. When the peasants lose their land, they will be placed in difficult situation——no land can be cultivated, no position can they be engaged in, no social security can they depend on. The expropriation of agricultural land presents serious rough characteristics in the process of China’s urbanization. This not only causes serious waste of land resources, but also produces a lot of landless peasants. The problems with landless peasants are becoming increasingly prominent. The ideal solution to the landless peasants is to shift them from the agricultural industry to non-agricultural industries and eventually integrate them into urban society, that is to reach the purpose of changing them from farmers to citizens. Non-agricultural employment is an important starting point for achieving this transformation. The correct understanding and dealing with the non-agricultural employment problem of the landless peasants and effectively protecting the survival and development rights of them is the fundamental way to resolve the issue of landless peasants. How to properly solve the problem of non-agricultural employment problem of the landless peasants in urbanization process is not only a realistic subject of concern, but also the key to further promotion of the urbanization process in our country.In view of this, this thesis generally studies and discusses the non-agricultural employment problem of landless peasants. Firstly, this thesis summarizes the main cause of the landless peasants and the overall situation of landless peasants in China and illustrates that non-agricultural employment is the fundamental way to solve the problem of landless peasants. Then it indicates that the landless peasants face a lot of employment dilemma, such as more difficulty of employment, high cost of employment, low quality of employment and so on. Next, this thesis deeply analyses the reasons which caused the employment dilemma of landless peasants. Finally, this thesis offers some policy recommendations on how to promote non-agricultural employment of the landless peasants.
