Research On Employment Guarantee Of Landless Peasants In China

As China’s industrialization and urbanization process is accelerating, all kinds of construction land demands are increasing.As a result,more and more farmers are forced to leave their land, making up of the group of land lost farmers which is neither the traditional farmers nor the urban residents, hovering between urban and rural areas.Without land, farmers not only lose the basic jobs, but also lose the stability and security from the land.They will face enormous pressure to survive and to obtain employment. Especially in recent years,land scale expands day by day, the problems of land lost farmers have gradually emerged and have become a major obstacle in the process of solving issues of agriculture.For land lost farmers, the problems they face, in fact, can be summed up as following:first is the employment. Because of the dual structure existing for a long time in China and the defects that land lost farmers own themselves, it is often difficult for farmers to find a stable job in the city. Without a job, there is no basic life support.Other such as pension, medical, education and other issues of nature is out of the question. This paper starts with the research on the employment problem of land lost farmers,aiming to establish a set of perfect employment security system for land lost farmers.Studying on the employment security of land lost farmers, this paper is divided into five parts:the first part is introduction of the employment security of land lost farmers,including the background and significance of the research; the second part provides a realistic theory instruction for land lost farmers employment security through the review of development of relevant theories, on this basis giving related concepts used in the thesis, explaining some advanced experience and practice of employment security of land lost farmers in foreign countries; the third part focuses on the special characteristics of the land lost farmers in China, summing up the problems that land lost farmers are faced in their employment and pointing out the gap between the present stage of employment security of land lost farmers and their actual demands; the fourth part analyses the factors that restrict the establishment of employment security of land lost farmers in system, policy, stakeholders and the particularities; the fifth part puts forward the basic principles, supporting measures and specific measures for establishment of land lost farmers’employment security, to build an employment security for land lost farmers which includes three different parts:before employment,employment and unemployment.
