In line with national policy and economic situation of the enterprise,Occupational Pension System (OPS), on the basis of the basic endowmentinsurance, is a systematic arrangement for improving the retired workers’ livingstandards. It is an important supplement to basic old-age security system. Since1991, although the Voluntary Occupational Pension System in China has attainingcertain achievements, it hasn’t developed to be a universal system, nor hasn’t itranked the second important pillar from the supplementary old-age securitysystem. The reasons include two sides: the construction of system is unsound; thesystem itself is lacking of mandatory.MPF scheme in Hong Kong is proving to be an example all over the world inthe implementation of OPS. This article discusses the development status and theproblems of the continent existing voluntary pension system as well as theimplementation of the Hong Kong MPF background, the specific content,implementation effects and related measures, and the MPF system in Hong Kongand mainland voluntary corporate pension systema comparative analysis.Combined with successful experience of the MPF System, studys on thefeasibility of putting the mainland enterprise annuity system into the mandatoryimplementation from the theory, reality, and related interests, and puts forwardsome policies and suggestions.
