As the most basic of the5administrative level of our country, township government connect urban and ruralintermediary, link the countries and people important as a bridge, promote ruraleconomy development and the reform and innovation as a pilot. The townshipgovernment administrative ability are directly related to rural development andstability, influent the construction of national authority and legitimacy. With ourcountry constructing new countryside and reforming the market economic system,the township has gone through the function transformation, the tax reform and thenon-tax era. The seriously debt problems of township are exposed by the reformation,which have aroused the attention of the educational circles and government.The reason of the formation of township debt is various, not only their ownself-interest motive of the government, but also the debt burden caused by policychanges. Under the guidance of national government, the township government tooksome changes, but the effect is differ. Township chronic debt should take thereflection of the society, how to manage the debt problem can reach the root of theindex. When the township government seek full of financial resources, the ownfunctions conversion problem should be attached. This paper is based on thereflection on the chronic rural debt, and the goal is to analyze the insufficiency of theexisting management strategies, search the effective debt managementcountermeasures of township, in order to reduce the burden of villages and townsgovernment, and then better promote our country’s rural social development.This paper is divided into three chapters. Chapter1is combed through theformation and accumulation of the debt as background, and the scale of the process,the reasons of the development of the debt, then state the formulation andimplementation of the policy, and different results produced in the process of implement, revealed the reasons that did not reach the expected effect. Chapter2shows that regional available resources are different and some areas can use localadvantages in resources, combined with the policy of the country can pay off debt ina short time, but restrict the debt management is not a regional problem, which is thedefinition of the government function. The reasons of township debt, is that thefunction of villages and towns government is not clear. And the passive form ofaccumulated debts, mainly made by the unclearly government power division, alsodue to unclear orientation of the government function. After finding the root oftownship debt, we can remedy to the case. Chapter3launches through two aspects,on the one hand, find the management of the debt funds, including increase thegovernments budget of the special transfer payments, and the transfer of landreturned to scale; On the other hand, we need to keep propel the rationalconfiguration of the government function, prevent the township government debtburden returned. Through the two aspects of the remedy to the case, the townshipgovernment can promote the rural debt to dissolve, reduce debt burden, then provideeffective public services.
