Now tourism has become a fastest-growing industry in the world. As it has produced significantly social, political and economic impact on all countries, tourism has aroused great concern in the world. Tourism industry in China has developed rapidly only in recent decades, but in only a few decades, it has produced certain scale effect. Due to the increasingly prominent role in our social and economic development, the tourism industry has been put on her list of the national economic and social development plans. Since tourism industry in China has become part of the seventh five-year plan of the country in1985, this industry has become a key development industry and the new economic growth point in the program of the country’s "9th Five-Year Plan","10th Five-Year Plan", the "11th Five-Year Plan"Both domestic and international tourism industry show a fast economy development trend and contribute a lot to their economic life. That means to develop tourism economy in a positive way is of great significance. Therefore, to further accelerate the development of tourism in Tibet, we should contemplate carefully on how to keep a foothold based on actual regional situation, and draws extensively on useful experience in tourism development, give full play to the advantages of tourism resources in Tibet. Simply seen from the current situation, the proportion of the Tibet tourism in the national tourism industry is very small. However, potential resource in Tibet and her development prospects will take an irreplaceable role in the future development of China’s tourism industry. In the21st century, China has entered the ranks of the world tourist destination, and will further become a world tourism power. For this purpose, we need to strengthen the reserve development of resources and products in order to achieve sustainable development. Then we will be able to seize the high ground in the fierce international competition. As a general rule, China’s eastern coastal areas is about to enter the regular phase of growth, and lose freshness and attractiveness due to over-exploitation.Therefore, in the west in the21st century has the attractiveness and competitiveness and shows the ability to make long-term development. Tibet is likely to become the leading tourism development region in the west. Today, the state has established the overall development strategy of the westward movement. China will continues to promote in-depth implementation of western development strategy, followed by the various policies and development funds gradually tilted to the west. Tibet tourism development needs to conform to the requirements of the background situation, and make strategic adjustments. On the other hand, the most prominent advantage of economic development in Tibet is the tourism industry. In January2010, the fifth central working conference on Tibet, at a new-historical height, for promoting the leapfrog development and lasting peace and stability in Tibet to conduct a comprehensive planning and positioning, explicitly put forward to building Tibet into an important national characteristics and cultural preservation, the world tourist destination. This requires that we strengthen the tourism industry, construction, protection and inherit more and more excellent traditional cultural heritage, to create more qualitative and better tourism attractions and products.This article discusses the following six sections based on the above considerations.Introduction part:This paper describes the research background, research significance, content and purpose, and research methods, to clarify the research ideas and present the framework of this study and the discuss literature brieflyTibet Tourism Development Part I:Introduction of the status and role of history and experience of the development of tourism in Tibet as well as tourism in Tibet in the national economy, and Tibet’s tourism market analysis, summarized the problems in the development of tourism in Tibet.Part of the advantages of Tibet’s tourism resources and tourism development: the main division and distribution of the types of tourism resources in Tibet; the natural landscape of the Tibetan plateau, the history of religious and cultural landscape, highland ethnic folk customs, cultural environment, the advantages of the policy environment and the development of tourism in Tibet.Part of the Tibet tourism development constraints:following five parts mainly analyzed:highlight seasonal tourism; limited carrying capacity; high travel costs and construction costs, low travel comfort and higher risk; open to a limited extent.Part of strategic selection of the Tibet tourism resources development:five strategic choices of government-led tourism development, regional cooperation to enhance the connotation of quality tourist development; sustainable tourism development strategy for environmental protection-oriented; creating industrial clusters strategy,Tibet tourism development strategic layout and countermeasure research part: on the basis of full text,it proposes the Lhasa international tourist area as the theme of the national religious culture, the central region of the joint domestic and international tourist area in Lhasa, the ancient civilization of Tibet’s Shannan tourist area, with the theme of the ancient northern Tibet grassland qiangtang area, scenery rare birds and animals as the theme of the study area, with the theme of the natural scenery area, surrounded by religious guge kingdom archaeological site construction for the theme of the ali mountain area, and this paper takes Mount Everest as the brand mountaineering exploration preliminary examination and the eco-tourism for subject Rikeze tourist area and so on7tourism development strategic layout, and proposes the corresponding countermeasure and the suggestion.
