The problem of the increase of farmers’income has been the major livelihood issue that the Party Central Committee and State Council concern about. Whether farmers can realize the increase of income or not, and the speed and quality of income’s increase, not only directly relates to the process of building a moderately prosperous society, but also to most farmers’emotions and the stability of rural society. In China’s rural, low income of farmers is a serious practical problem, so realizing the sustained and steady growth of farmers’income is the fundamental starting point and the central task of the problem of agriculture, rural areas and farmers in the new situation. Guizhou Province is located in the western region of China, where economy is backward, agriculture is underdeveloped, rural poverty is large and the problem of agriculture, rural areas and farmers is prominent. The Twelfth Five-Year Plan of Guizhou Province, which was drawn up in the October29,2010, clearly put forward that realizing the increase of farmers’income should be assigned as the top priority of the work related to agriculture, rural areas and farmers.and the task of poverty alleviation and development. To increase farmers’ income and to achieve the goal of increasing farmers’income, of course, approaches are diverse, but changing the state of the current backward quality of farmers is undoubtedly the most fundamental solution."To solve the problem of poverty must be resolved before a stupid question". In order to change the state of the backward quality of farmers, it is necessary to develop human resources in rural areas. In this context, studying and solving the problem of rural human resource development in Guizhou has a very important practical significance.This paper is based on the theme of rural human resource development in Guizhou, and is located in achieving the goal of the increase of farmers’income. Following the above ideas, the logical structure and the main content of this paper are as follows: The first part is the introduction, which presents the background and significance of study, an overview of domestic and international research, the research methods and contents of the study, the possible innovations and inadequacies of this paper.The second part is the definition of relevant concepts and theoretical analysis of the paper. First, the relevant concepts are defined, such as:human resources, human capital, rural human resources, rural human resources development, farmers’income and its components. Secondly, the ways of rural human resources development are described:(1)Rural basic education can cultivate the basic viability of farmers;(2)Rural vocational education and technical training directly lead to practical skills of farmers;(3)The mobility of rural labor helps broaden horizons and update the concept of farmers;(4)Rural health care can protect and enhance the health quality of farmers. Finally, the four ways of rural human resource development that play respective roles in realizing the increase of farmers’income, are analyzed with detailed theory.The third part analyzes the relationship between rural human resources development in Guizhou and its farmers’income with empirical methods. To say in detail, this section includes the growth trajectory of Guizhou’s farmers’income, the status of human capital investment of rural human resources development in Guizhou, and the concrete economic relationship between rural human resource development in Guizhou and its farmers’income. The empirical results show that human capital investment of Guizhou’s farmers plays a significant role in promoting the increase of their income. In addition, compared with the whole country and other provinces, we can clearly know that the income of Guizhou’s farmers is at a low level, but also is a serious shortage of human capital investment. In short, the empirical analysis results of the third part demonstrates from the perspective of quantitative analysis that the necessity and reality of rural human resource development in Guizhou.The fourth part describes the inadequacies of rural human resources development in Guizhou, at the same time, analyzes its constraints on the realization of the increase of farmers’income. First, the inadequacies of rural human resources development in Guizhou are described in detail:the low cultural quality of farmers, the lack of technical quality and business management quality of farmers, the backward concepts of farmers, the low health quality level of farmers,the lack of non-agricultural labor skills of farmers, spontaneous mobility of rural surplus labor. Second, the reasons for the underdevelopment are analyzed:(1)The Government did not attach importance to rural human resources development and related service functions are not in place;(2)The basic education can not meet the needs of rural human resources development;(3)The Vocational education and training do not conform to the needs of rural human resources development;(4)The construction of rural health care system lags behind the needs of farmers;(5)The sense of farmers’ self-development is lacking. Finally, this section also elaborates the inadequacies of rural human resources development in Guizhou how to hinder the realization of the increase of farmers’ income:(1)Because of the low cultural quality and the backward concepts, farmers do not have the brains to get rich;(2)Because of the low business management quality, farmers can not meet the needs of the market;(3)The lack of practical skills of farmers, limits non-agricultural sources of income;(4)Because of blind mobility, migrant workers not only increase the cost of job, but also agricultural production will be delayed;(5)The rural health care system is imperfect, leading farmers to poverty caused by illness and returning to poverty due to illness. In short, the analysis of the fourth part makes a strong foreshadowing for following countermeasures and suggestions.The fifth part, the strategies of rural human resources development in Guizhou are pondered based on the perspective of realizing the increase of farmers’ income. First of all, the guiding principles of rural human resources development in Guizhou are clearly proposed:(1)the principle of government-led;(2) the principle of suiting the measures to differing conditions in terms of time, locality and persons involved;(3) the principle of training new type of farmers "with knowledge, techniques and business management".Secondly, the policies and proposals of rural human resources development in Guizhou are elaborated in detail:(1) The service functions of government and related policy system should be gradually improved, to make the implementation of realizing the increase of farmers’ income root in the soil system;(2) Rural basic education needs to be improved further, to pave the cornerstone of culture for realizing the increase of farmers’ income;(3) Rural vocational education and technical training needs to be vigorously developed, to plug in flying wings for realizing the increase of farmers’income;(4)Governments need to actively guide the mobility of rural surplus labor, to break the bottleneck of employment for realizing the increase of farmers’income;(5) The new rural cooperative medical care needs to be great efforts to develop, to create a healthy shield for realizing the increase of farmers’ income;(6)A large number of rural local talent need to be cultivated with great efforts, to install intelligence engine for realizing the increase of farmers’income. In a word, the fifth part is the end of this paper, but also the focus of this paper.The possible innovation of the paper is:First, the goal of rural human resources development research is to realize the increase of farmers’income, which closely links to the ultimate purpose and significance of rural human resource development, but also fit the spirit of the realization of farmers living off in the construction of new socialist countryside. The related policies and proposals are put forward in the paper, which are closely around the theme of realizing the increase of farmers’income, with distinct theme and clear direction. Second, drawing on the basis of previous studies, combined with the actual situation in Guizhou Province, the cultivation of rural local talent is incorporated into the system of rural human resources development in Guizhou. At the same time, a view is clearly put forward, which the development of rural local talent should be as a breakthrough and a key strategy to effectively realize the increase of farmers’ income.
