Peasants income increase has been the most difficult and the most fundamental issue of solving “three-dimensional rural issues”. From reform and open policy, our country diligently is improving the village life condition continuously, improves the farmer quality, increases the farmer to receive, but the farmer receives has not had the substantive improvement. According to the theory of human capital and is unable to improve the agricultural economy of the traditional agriculture, must enhance the agricultural economy, most essential is transforms the traditional agriculture, in which farmers is the most basic element of the traditional agriculture. The development of modern agriculture, improve science and technology, we need to proceed from the farmer, Only by improving the quality of the farmers, so that farmers master the high-tech, in order to fundamentally improve the traditional agriculture to increasing farmers’ income.Schultz collects data of post-war economic growth in developed countries, through the analysis found in the traditional capital theory fails to explain the fact that income growth and the growth of the output gap, is further evidence that the human capital investment to produce the gap, analyzes the human capital investment from the perspective of macro plays important role in economic growth. From the perspective of farmers ’investment in human capital point of view, to explore the impact on farmers’ income. Xinjiang is a major agricultural province, located in southern China’s Xinjiang Hotan, Kashgar, Kizilsu Kirgiz Autonomous Prefecture(referred to as "the three state of Southern Xinjiang"), in terms of geography, climate and economic development pattern is typical of the western region representatives, but also one of the focus of national poverty reduction three southern states. In this paper, the three state of Southern Xinjiang as a sample, the empirical research from the impact of human capital investment for rural farmers’ income growth.This paper focuses on the three state of Southern Xinjiang to analyze farmers’ investment in human capital, first proposed the study of the meaning and purpose of the research background, research methods and innovative points, and read with reference to domestic and foreign scholars in this field of research literature and books, and combed their views also make the appropriate evaluation. Secondly, the various factors listed in the three state of Southern Xinjiang and the general trend of farmers’ income and the impact of structural changes in the composition of its changes, making speculation around these factors, assuming the three state of Southern Xinjiang subject to the income of farmers per capita arable land, arable land per capita, physical capital, human capital and the rate of urbanization, the use of factor analysis in SPSS empirical analysis, the three state of Southern Xinjiang of farmers’ income and investment in human capital the most relevant. How meets down is affects the mechanism to the human capital which the farmer receives to carry on the analysis. Finally, the status of human capital the three state of Southern Xinjiang descriptive analysis, selecting reliable data, empirical analysis from investment in education and health investment aspects, to draw final conclusions.In this paper, the results show that:human capital investment farmers have significant impact on farmers ’income growth, education and investment in human capital contribution to farmers’ income was 16%, the contribution rate of healthy human capital investment slightly higher investment in education, the contribution rate of 19%. The investment of human capital contribution rate is lower when compared to the avera ge contribution rate of other provinces, the important reason is that the lack of the rural human capital stock, which has hindered the advance in agricultural science and technol ogy, thus influencing the growth of farmers’ income. Therefore,the fundamental guarant ee to realize the farmers’ income is including a large increase in rural human capital inve stment, improving the comprehensive quality of agricultural laborers, raising the level of agricultural science and technology, and promoting the improvement of agricultural p roductivity,especially the improvement of labor productivity.The paper combines with local conditions and puts forward corresponding policy recommendations: 1. Enhance rural education construction 2. Actively promote the development of vocational education 3. Increase rural medical investment.
