Study On The Economic Functions Of County Government

County is the basic administrative units in China,"well govern a county, then the nation would be stable and secure" is the best summary of the importance of the county. Development of county economy is directly related to the overall level of national economy, and influence the process of building a moderately prosperous society. CPC National Congress clearly stated,"to boost the county economy" demands. In2007the "Top Document" of the Party Central Committee presented "to continue the development of small towns and the county economy", and the party’s congress and the2008government work report made it clear to speed up the pace of developing the county economy. County economy has become a hot spot in the theoretical and academic field. With30years of reform and opening up, China has made remarkable achievements in economy, and county economy has developed rapidly as well. However, while the overall economic strength is enhanced, the uneven development of county economic has become worse, with wider gap between counties, showing a "Matthew Effect" with strong one become stronger and weak one much weaker. It has become one of the bottlenecks which restrain the increasing of our overall economic strength. Therefore, the study of county economic development and accelerate economic development in less developed counties is of magnificent theoretical and practical value, and a county government problem to solve as well.The first and second chapter studies on the significance of economic functions of county government. The paper uses the theoretical tools and study methods. It has made an overall description about the basic ideas and logical structure of the thesis, and those problems need to interpret to the readers, as well. It also well analyze and summarize theoretical results of county economic development and the functions of county government which studied by the academic circle.The third chapter proposed six economic functions of county government in less developed western regions on the basis of existing academic research results. First, formulate a general economic development plan; Second, guide the regulation of three industrial development; Third, promote urban Construction; Fourth, establish and maintain the market order; Fifth, establish a sound government information network; Sixth, develop and perfect transport infrastructure. And I will illustrate in detail the content of the six economic functions and priorities.In the fourth chapter of the thesis, I will analyze the operating status and economic development status of Luding County from the perspective of economic function. Specifically in the perspective of economic planning, agriculture industrialization, industrialization, tourism to the development of tertiary industry, urban construction, the establishment of maintenance of market order, and establish a sound government information network, and transport infrastructure development to analyze the status quo.The five chapter is based on the status quo analysis of economy in chapter three. It analyzes the cause of less development of county economic, which indicates in the following aspects:lack of consideration in economic planning and market competitiveness; lack a sustainable development view; a large proportion of traditional agriculture in the agricultural industrialization; pay less attention to industrial development; low level of overall industrialization, the comprehensive strength is not strong, lagging development of the park; the development of tourism services less a motivation; simplify and political problems of urbanization, weak functional science; and government information network development is missing.The six chapter mades recommendations to economic development in Luding County according to the content of economic function. First, to improve the county overall competitiveness from the planning, using regional comparative advantage, play the role of gathering capacity and lead capacity of geographical location, administrative system, cultural background, public infrastructure and other community resources; followed by a positive transformation of traditional agriculture, and guide enterprises and Farmers to take the road of industrial management of agriculture in charge of leading the full attention, the industrial management of agriculture as a pillar industry, effectively increase their income and improve the lives of farmers, change rural backwardness status; third, take industrial Park for the lead once again to promote industrial cluster development, expand the industrial scale, improve industrial level, effectively play in the industry in the county’s economic development engine functions; again to complete the overall tour planning in line with the new situation of tourism development, new requirements and new ideas, combine with medium-sized power plant construction, new town development and characteristics of agricultural park construction, use the Dadu River Valley’s unique climate, natural scenery and rich products to position Luding County Tourism Industry; scientific plan and rational distribute again, make efforts to cultivate urban characteristics Economy. According to local conditions, promote the local characteristics, and the industrialization of agriculture, industrialization, the combination of urbanization in the development of professional development ideas; the last to fully understand its significance, and establish a correct guiding ideology, the development of government information network. Government information should be open to the public, mobilize the people to participate and improve the democratic decision-making to improve the scientific management of public affairs and the height of the development of government information network.Ultimately, I hope that this research can enrich the academic theories and play a practical role of guiding Luding County Economic Development and give a similar reference to the county’s economic development.
