Study Of The Economic Functions Of County Government In The County Economic Development In China

The sixteenth National Congress called the development of county-economy. The development of county-economy plays an important role in the all-sided development of our nation. It's a new way to resolve the"Sannong Problems". The government and market must cooperate smoothly in the process of development. This paper focused on the functions which the county government should be responsible for.Firstly,we analyze the theories of government economic function. In economic sphere, the main job of the government is making the market work smoothly, such as giving the institution,stabilizing the operation of economy, etc. In our nation, the government at different level plays a different role in the macro-control system. This paper discussed the economic functions of the county government detailedly.After the analysis of theory, this paper found out the problems in the history during the process of the development of our national county-economy. Totally speaking, many factors should be responsible for these problems, but the most important factor is the organization structure of the county government, it blocks the operation of the governmental functions and behavior in the market economy.Finally, the paper said we can withdraw,incorporate,reconstruct the economic departments to eight bureaus in the county government, benefiting from business corporation and matrix type of organization; We should establish the scientific institution of performance evaluation and decision-making; we should privatize all of the state business belonging to county governments. The paper also analyzed the main functions of the county government, such as mending the weakness of the market,maintaining the order of the market,providing the common property, etc. In the end, this paper propounded the innovative methods of industry planning and town layout planning.
