| With the rapid growth of the global information industry and the world’s rapid economic and social development, it is an irreversible fact that the human society is entering the information age. As the core of information industry, software industry is a strategic and basic industry of national economies, while it is also a very important field related with national development and competitive age. China is no exceptional.Looking back the history, China has been making independent research on software for a long time. However, the research and development progress is limited. Since the1980s, a series of many multinational software companies came to China marketing their products, which made many scholars believe that the domestic software industry is monopolized by foreign companies. At the same time, India has recently developed software outsourcing services at home with a very rapid growth.Throughout the analysis and research on recent literature about services outsourcing and the international software outsourcing, we found that most of the literature focused on contracting countries from the macro-perspective and few focused on undertaking countries. In terms of literature on technology spillovers, more focused on realization of technology spillovers or the impact of technology spillovers, less did research on the international software outsourcing. Although there is a small amount of literature on technology spillovers in software outsourcing industry, more only did qualitative analysis lacking of quantitative analysis.Therefore, on the aspect of technological innovation capabilities, it is essential that whether undertaking the international software outsourcing can generate technology spillovers or not. In recent years, the global industrial transfer speed is greatly accelerated. The development of service outsourcing is very rapid, especially the development of the international software outsourcing. Thus, the analysis on technology spillover effects from the perspective of international software outsourcing industry is necessary. We believe that service outsourcing research should be based on the forefront of industrial development as a breakthrough point. The study should not only stay on the basis of qualitative analysis, while the empirical study from the perspective of enterprises is also essential.This paper is divided into five chapters.The first chapter is the introduction, which introduces the research background, research methods, the structure of the paper, the main innovation and shortcomings.The second chapter describes the study theories on international software outsourcing. In this chapter, we first define the concepts of outsourcing and the international software outsourcing. Based on this, this chapter reviews the theoretical basis of international software outsourcing and made a brief introduction of service trade theory and service development theory. Lastly, scholars form both home and abroad have done the research on service outsourcing, which are briefly introduced in this chapter.The third chapter is about the development experience on undertaking the international software outsourcing. This chapter briefly describes the course of development of the international software outsourcing and divides it into two different periods, which are on-shore software outsourcing and offshore software outsourcing. Then we introduce the international software outsourcing market competition and make predictions on future development trends of international software outsourcing. At last, we choose two of the most representative countries in terms of undertaking international software outsourcing, which are India and Ireland.The fourth chapter introduces the course of development and current situation of China’s undertaking the international software outsourcing. Throughout the study of this paper, China’s development on international software outsourcing is very rapid, there are still many problems. For instance, the size of firms is relatively small and the total amount of undertaking outsourcing business is low.The fifth chapter is about the empirical study on China’s undertaking international software outsourcing, which is the core part of this paper. The ultimate purpose of this paper is to prove that throughout undertaking international software outsourcing, there is a positive effect of technology spillovers, which promotes corporate value and performance of firms in China. In this chapter,42companies of IT industry listed in China’s Shanghai and Shenzhen Stock Exchange traded as A-shares from2009to2010are selected as study samples. The empirical study is divided into two parts. The first part is the study of the overall sample of42companies, which is aimed to study the impact of undertaking international software outsourcing on the performance of firms. The second part is the empirical study against partial samples. There are19companies out of42that conducting international software outsourcing business.
