In recent years, researches about various issues of competitiveness are increasingly favored by domestic and foreign scholars. Viewing from all the current study on the competitiveness, most of the concerned objects are macro-level such as the whole region or country areas, or micro-level including the products or the enterprises competitiveness. In another way, from the middle-level, this thesis takes the competitiveness of regional industries, which specifically is the competitiveness of the relatively more developed provinces and municipalities of China in international software outsourcing industry, as the study target.The purpose and results of this study is to identify the relative competitive advantage of all the twelve provinces and municipalities with a good momentum of growth in international software outsourcing, and then enhance China's software outsourcing industry in the international level.Firstly, on the basis of the study , the article generalizes the concept and characteristics of the regional industrial competitiveness. Following definite principle, this paper takes China's twelve provinces and municipalities as the research object and brings forward an index system which systematically and generally reflects the regional industrial competitiveness in international software outsourcing. Secondly, after having collected all the relevant data,this article analyzing the data by the SPSS software and reaches the competitiveness score and ranking. Thirdly, on the basis of the empirical analysis, this article analyzes the key influencing factors in competitiveness and puts forward the effective policy recommendations that will promote the competitiveness of international software outsourcing in the future.
