The21st century is the globalization, marketability and informationization century, and is the knowledge economy times.The globalization and the internationalization tide make the enterprise break a country boundary, exchange the resources superiority in the global scope, seeks the maximum benefit. Enterprise’s management and operation is the resources contention, redeploys with the reasonable use. In the knowledge economy time, in the enterprise multitudinous resources,"the human" most has the important resources which the value, cannot be substituted, any enterprise’s development, cannot leave the outstanding talented person and the human resources effective disposition.Facing the new competition environment, the enterprise human resources management faced with the new challenge, the traditional work personnel management has been unable to meet the enterprise competition need, day by day is promoted for the human resources management, the strategy human resources management. This kind of new change, both has promoted the human resources management strategic status, and has located the human resources superintendent’s role and the function, for the conjunction enterprise strategy development need, the human resources superintendent must be competent and take on the new strategic partner role which the organization entrusts with, must improve own quality fast, with the business agency close union, the strategic target realization which organizes for the enterprise makes the contribution.This paper is in accordance with Dave Ulrich ’s human resources management strategic partner role theory; McClelland’s competency model theory; Human resources strategic partner competencies proposed by US Human Resources Management Association; Human resources manager’s statistic survey analysis; As well as the successful model of Chinese well-known enterprise the Lenovo group’s implementation of human resources strategic partner plan, through the statistic survey analysis from the theory and the practice, further studies the discussion human resources management strategic partner role the competency, to provide the reference and the model for the enterprise human resources managers to be competent in the strategic partner role.
