With the rapid development of Information Technology & Knowledge economy, the employee diathesis becomes the core factor for enterprises development and competition. It is the keystone for human resource management that to improve the human resource ability and promote employee ability. The matching relations with employee and position and organization are more dynamic. It is becoming the focus question by the investigators and managers that how to get competition advantage from human resource development and management,especially how to evaluate correctly to the employee diathesis. Lately, competency research provides a new way to settle the question and promote the traditional human resource management change to strategic human resource management.The paper discussed the theory of competency and the usage of competency in the enterprise management, expounded the competency related theory. Based on the competency of human resources management and traditional human resource management are compared. It discussed how to structure the human resources system of competency modern enterprise based on competency. Paper also used the company M which proceed with the human resources improving project as an example. Detailed introduces M company in the human resources management work in some deficiencies in a series of human resources to improve. Based on 335 key position of competence model which are newly established, it is improved in staff recruitment and position management, salary management, performance management core management module. Establish a more scientific and reasonable staff recruitment process; Form the basis of competency model of job analysis method, and to this revised salary management measures; Also in the optimization of performance appraisal method. For employees to give corresponding material incentive and spiritual incentive, and motivates staff to create value for enterprises. Through this based on the competence of the human resources of the improving project, the M company has obtained the certain achievements: The interview tool based on competency model make employment management activities more scientific and reasonable; New salary management system to improve our employee pay satisfaction ; Based on the competence of the performance evaluation method is more scientific fully reflect the performance of employees and competence, Fair and reasonable evaluation methods and timely return further enhance the performance of the employee satisfaction.
