In the age of developing market and advanced information, the business competitiveadvantage can not be sustainable by products and leading technology,Any products andtechnologies are likely to be imitated in a short time by competitors,even beyond. Humanresources as the only active resources, improve human resources management level is animportant factor for the enterprise in the fiercely competitive market.SHRM(Strategic HumanResource Management)symbolize the development of human resource management into anew era. SHRM emphasizes the factors of human resourse management,should be integratedinto the process of Strategy formulation and implementation. The function and role of humanresource management have to be adjusted and the transformed accordingly.Undoubtedly9inorder to face with the challenge,it is necessary to improve the comprehensive abilities.Based on the Angle of strategic human resource management,taking the HR mana’gerscompetency model at home and abroad for reference.By means of field investigation andmultivariate statistical analysis method, this issue analyzes the competency model of humanresource managers, under the background of strategic human resource management.Throughthe research on to the relation between human manager and organizational performance,it、sproves that human manager is a significant intervening variable.to promote strategic humanresource management match enterpirse strategy.its found that the human manager’smanagement practices play a direct guiding role on organizational performance.Throughbuilding and verifing the competency model, we get the human resources manager’scompetency model besed on SHRM finally.lt is made up of six dimensions and29factors,thesix dimensions are Strategic Quality, Leadership Ability, Professional Ability, Good MoralCharacter, Self-realization, Excellent EQ.The resulting research will be the reference for HR managers in selecting and developingstaff. It also serves as a reference in performance management and career management for HRmanagers.
