Orgnaization Of Social Insurance Agency Service Capability Study

As an important part of the social security system, social insurance agencieswith the implementation of policies, contractual services, managed funds and theprovision of services and other important functions. Handling the management andservice system, improving and perfecting it or not, will directly affect theestablishment of a sound coverage of the progress of development of the socialsecurity system in urban and rural residents. With the implementation of the SocialInsurance Law, the number of insurance units and individuals will be furtherexpanded; the social insurance institutions are facing unprecedented pressure.This article uses the literature, field surveys, drawing on research methods,research agencies on literature data compilation and B City, Area C, the socialinsurance fund management center visits, summed up the factors that affect theability of the social insurance agencies. B City, Area C, the social insurance agencyservice capabilities of the current situation, the management system, operationmechanism, resulting in agencies services, poor infrastructure, staff and a shortageof funds has become an increasingly prominent, seriously restricting their socialinsurance handling the agency’s ability to upgrade. According to literature collectedand field research, mainly from the management system, operation mechanism,information technology, build the service capacity of the agencies for analysis.In summary, through a case study on capacity-building experience and practicesin the advanced countries and regions, social insurance, social insurance agenciesand meticulous management of the development trend, the use of onion theoreticalmodel, from the management system, development of qualified personnel, externalservices capacity building proposed and concrete measures to enhance the agency’sability.
