Social insurance agencies are to build the main backbone of the social security system of the public service, the trustee achieve national social security objectives. Optimization of social insurance agencies is not only the leading pioneer of service-oriented government building, is beginning to create a practice of government performance. The Third Plenary Session of the 11 th Central Committee of the Communist clearly stated: "speed up and improve the social security management system and operate the service system." The implementation of the social security system directly to the masses, should be reflected in all policies, the implementation of the management services, mission and responsibility of major social agencies. In recent years, the same time as the social insurance system of continuous improvement, the overall level continues to improve, the insured person to rise year after year, Our handling services become increasingly powerless, especially the direct provision of public services in the city and county level grassroots agencies is lagging behind, so that the quality of social security services is difficult to match the development of the social security system, a serious drag on China's large social security system construction. Therefore, it is necessary to optimize and create China's social insurance agencies, especially the grass-roots social insurance agencies.Streamlined and efficient grass-roots social insurance agencies can fully mobilize human and social resources to establish an open social service system. Taking Jiyuan city for example, insured object with staff agencies in the region were carried out research methods questionnaire and interview combination, the social insurance agency of the Jiyuan City Can be assessed from three aspects, which are the government service efficiency, public satisfaction, investment in public services. The study found a series of problems of social insurance agencies in Jiyuan city, such as confusion institutional settings, human resource agency personnel demand pressure, lack of office environment and facilities, information technology lag, lack of financial investment and so on. These problems make social insurance agencies in a dilemma of low efficiency of government services and internal differences in gradient, public satisfaction poor, serious shortage of investment in public service. Therefore, the existing basis in Jiyuan City, there put forward some practical recommendations, namely, rationalize the institutional setting, and establish a new concept of human resource management of local agencies, improve information platform construction, and increase government financial investment, improve the service environment, the rational allocation of working hours and so on. This will facilitate capacity development of grassroots social insurance agencies, building the social insurance agency service system-wide coverage. This also give some inspiration and reference to the development of other regional agencies, opened a new chapter in the social insurance agency reform, taken an important step for the country's social security system, full coverage of public services, but also promoted the performance of service-oriented government and the government effectively carried out.
