China’s economy has long been the drived by investment and foreign trade and is lack of consumer-driven.Especially by the global financial crisis in2008. China’s export has suffered serious setbacks and emerged overcapacity situation, so to expand domestic demand and stimulate consumption have becomed the important factor of keeping the national economy growing. The development of tourism industry in China began the reform and openess, it has been30years old. But the domestic tourism started lately, it developed in1992. In recent years, with the national economic growing rapidly, income levels increasing, and increased leisure time, domestic tourism, inbound tourism and outbound tourism develop quickly and form a situation of tripartite confrontation. Inbound and domestic tourism have developed to a great scale and the tourism income has also growed more and more. Consequently, tourism industry in expanding domestic demand and stimulating consumption is significant.Zhejiang and Fujian located in China’s eastern coastal areas are in the front of China’s reform and openness, and the excellent geographic conditions and rich tourism resources make the tourism start early and rapidly develop. In2010, Zhejiang and Fujian provinces accumulated inbound tourist10,528,400people, accounting for7.87percent of the national inbound tourist and achieved foreign earnings$690,800, accounting for15.08percent of the national tourism foreign earnings. They recepted domestic tourist409million people, accounting for19.48%of the national domestic tourists, and achebied domestic tourism revenue418.06billion yuan, accounting for33.23percent of the country. Visibly, Zhejiang and Fujian provinces are not only the "leader" of the eastern coastal tourism development, but also an important force in the national tourism development. Zhejiang Province located in the Yangtze River port, is a strong economical province in China in addition to the special economic zones outside. Tourism in comprehensive economic strength ranks the third. Fujian province located in the forefront in the Taiwan Strait, with the improvement of cross-strait relations in recent years, good location and rich tourism resources make the tourism develop more quickly.This paper systematically collected the tourism industry data and related data of Zhejiang and Fujian provinces to build a conceptual model and through structural analysis and the gray system theory analyze Zhejiang and Fujian provinces tourism consumption structure and its contribution to national consumption. Through the above research and analysis, the conclusions are as follows:(1) In Zhejiang province, domestic tourism consumption and structure of the index are showing the "two-way growth". The trend rate of tourism shopping, transport and catering consumption is positive; But the inbound tourism consumption and structure of the index are showing the "increasing and droping". The trend rate of per capita tourism transport and accommodation is positive, while the the per capita tourism shopping was dropping significantly. Shopping, catering and accommodation consumption and total tourism consumption, accounting for the proportion of province’s residents wholesale and retail trade, food and accommodation and domestic GDP is increasing.Also, the growth rate of tourism shopping, accommodation and catering consumption and total tourism consumption is faster than the growth rate of national consumption. The elasticity were1.38,1.5,1.28. Tourism consumption played an important role in expanding domestic demand, stimulating consumption and promoting national economic growth.(2) Tourism’s leading role to tertiary industry can be divided into three levels by the association degree in Zhejiang province:first, the association degree is greater than0.8, strongest leading industry. These industries were transport warehousing and postal services, computer services, accommodation and food industry, real estate, residence service, style and entertainment. Second, tthe association degree is between0.7and0.8, stronger leading industry. These industries were wholesale and retail, leasing and business services, social security and welfare, public administration and social organizations. Third, t the association degree is less than0.7, weaker leading industry. These industries were the education and finance industry.(3) In Fujian province, per capita spending and the structure index of domestic and inbound tourism showed a growth trend. Tourism shopping and tourism catering and accommodation consumption and total tourism consumption accounting for the proportion of province’s residents wholesale and retail trade consumption,catering and accommodation consumption and GDP is increasing.The growth rate of tourism shopping, tourism catering and accommodation consumption and total tourism consumption is higher than the growth rate of national consumption. And the elasticity were1.39,1.02,1.38. Tourism consumption played a more and more important role in expanding domestic demand and stimulating the national consumption and promoting national economic growth.(4) From the association of the tourism industry and other industries, tourism leads the tertiary industry strongest in Fujian. The lowest association degree is the animal husbandry; Tourism’s leading role to industry is higher than construction industry.In the tertiary industry, the highest association degree is transport storage and postal industry and the lowest is the financial industry.
