The low-carbon development is the theme of current society, carbon emission, energy consumption and economic development are closely connected. The energy saving and emission reduction is the important focal point on transformation of the mode of economic development in the 12th five-year plan . Zhejiang is a province with huge energy consumption but poor natural resources. To analyze the influencing factors of energy consumption, reduce energy strength, optimize energy structure and control carbon emission essentially is a major method to adjust the contradiction between energy consumption and economic development, it's also one of ways to promote the lasting, healthy and fast development of economics.Based on the low-carbon development concept, qualitative analysis and quantitative analysis are made on the influencing factors of energy consumption and carbon emission. Firstly, quantitative analysis is made on the influencing factors of carbon emission with LMDI model in Zhejiang Province. The affect of total energy consumption, energy structure and energy strength to carbon emission is researched. Secondly, the characteristics and problems of energy consumption are analyzed from four aspects: total energy consumption, energy structure, energy strength and energy elasticity index. And with the Grey Relational Analysis and data from 1995 to 2009, the influencing factors of total energy consumption and energy strength are studied and causes to the problems are found out. Finally, with the quantitative results of carbon emission and energy consumption, the feasible policy suggestions are put forward to the further low-carbon development of Zhejiang Province.
