The separation of R&D tasks and development of technologicalglobalization have given birth to the firms’ R&D outsourcing.R&Doutsourcing has merged inio the globale eonomic chain as a newtechnological innovative method and become a popular topic.But inrecent years,the trade practice shows that The two phenomena ofcorporate’s R&D outsourcing and internal R&D is coexisted,and theactivities for firm to choose the mode of the R&D outsourcing isbecoming increasingly complex.For discussion of this issue,whether thetraditional trade theory or new trade theory cannot draw a convincingconclusion.However,the new-new trade theory under the hypothesis ofhetorogeneous just to meet the new trade practices and effectivelyexplains the mode choosing of the heterogeneous firms’ R&Doutsourcing.In this context,our paper regards internal R&D as a special form ofR&D outsourcing,bases on the assumption of heterogeneous firms,andintroduces bi-sourcing model to the classic analysis framework ofenterprises’ R&D decision,it also gives a clear division of R&D modelswhich include domestic R&D outsourcing,international R&D outsourcingand R&D bi-outsourcing,and re-defines the heterogeneity indexes ofcompanies’ research and development activities,expands the relevanttheoretical models as well.The results show that the heterogeneity measured by enterprises’ TFP and absorptive capacity of technology is animportant factor in firms’ decision-making of R&D activities;its level willaffect enterprises to choose different R&D models.Further study showsthat,by adopting the R&D bi-sourcing strategy,firms can use the in-houseproduction to mitigate the hold-up problem in R&D outsourcing andintroduce elements of competition from outsourcing in dealing with theincentive problem in R&D insourcing(the cross-threat effect),and willproduce an effection of a higher level of investment and productivitycompared with a single internal R&D or R&D outsourcing.Then throughusing the vocational panel of our country’s36large and mediumindustrial enterprises for the period1999-2008and the methods of DEAMalmquist,we estimates the TFP value of sub-sectors,and verifies themodel conclusions on the applicability of China from the point ofdomestic,international outsourcing and R&D bi-sourcing respectively.Atlast,we proposed several advices on the policy in China of firms’enhancing the capability of independent innovation,participating into theinternational division of labor,and promoting the model of networkedinnovation.
