With the development of knowledge economy, the application of human resources outsourcing are more and more widely in the enterprise, the research literature of human resources outsourcing are emerging in an endless stream, we can learned from the development process, outsourcing of human development has made remarkable achievements. Because human resources outsourcing's the development are still at an early stage, most of the literature focused on the concept of outsourcing, the theoretical basis, strengths and weaknesses analysis, risk analysis and the relationship between human resources outsourcing and firm performance, but the research on human resources outsourcing cooperation is not only less and but also scarce of a systematic study.In view of the problem of human resources Outsourcing Agent selection and cooperation, firstly, paper has analyzed the prerequisite of achieving human resources Outsourcing cooperation, that is to say, how to select outsourcer service providers, the quantitative indicators has been calculated with the fuzzy comprehensive evaluation and entropy coefficient evaluating method. Secondly, the two condition of the cooperation of outsourcer service providers and outsourcing agent have been researched. Under the condition of asymmetric information, the non-continuous efforts level outsourcing game model monitored and the continuous effort level outsourcing game model that cannot be monitored have been analyzed basing on principal-agent relationship, in the first case, two-dimension game return matrix has been made, the case of regain was analyzed and the model was calculated basing on Nash Equal Idea. In the other case of the continuous effort level outsourcing game model that cannot be monitored, the optimal degree of efforts and risk factor have been obtained basing on principal-agent relationship and maximization theory, by means of participation constraint and incentives plus restraints. Finally, under the condition of asymmetric information, how to complete cooperation between outsourcer service providers and outsourcing agent has been analysed with bargaining model.It can be seen that supplying the basis of outsourcer service providers selection, and monitor probability of outsourcing agent and extra return of outsourcer service providers playing decisive role to behavior decision. it can be available that outsourcer service providers must assume certain risk to promote realization of cooperation. At the last, it the idea, method and mathematical tool of cooperation was provided.
