Jiaxing Fiscal Expenditure On Science And Technology Project Performance Evaluation Research

Financial investment in science&technology is prerequisites to improve the local science&technology level. The level of science and technology also affect the potential development of local economic. The investment in financial and technology funding depend on the strength of local economic development, with the social and economic development of our country, the local economic strength is improving continuously, and the number of financial projects is increasing year by year. How to evaluate the performance of the science&technology projects scientifically which has been set up, and evaluate the financial technology input projects management level, and the total investment is enough or not, as well as the investment structure is reasonable or not, in order to improve the efficiency of the allocation of the local finance scientific and technological resources, These are the important topic of concern in science&technology and financial administrative department. Recently, the ministry of science and technology and ministry of finance jointly held the science&technology plans and funds management reform work conference, National Vice Chairman, Science&Technology Minister Wan Gang clearly stated that, one of key job of "12th Five-Year Plan" period of the ministry of Science&Technology is continue to explore the mechanism of scientific research performance evaluation, and continue to improve the scientific research project performance evaluation report system, further to improve the efficiency of the fiscal expenditure on science&technology. Therefore, the study of local financial investment in science&technology project performance evaluation is particularly prominent and important and has very important practical significance.In recent years, with the implementation of the Jiaxing city’s financial investment in science&technology project, especially some significant projects, effectively improve the enterprises level of the industrial, it has made positive efforts on the transformation and upgrading of Jiaxing Economic Development. To this end, this paper toke the Jiaxing City local government financial investment in science&technology enterprise projects as the research object, studied the investment of finance science&technology enterprise projects from different perspectives and a wide range of analysis, then built a financial science&technology investment project performance evaluation index system scientifically with four first-level indicators and twelve second-level indicators, which fully reflected the level of performance in financial investment in science and technology projects. And then proceed to evaluate the2008-2010city level of the performance of projects which funded by financial science and technology. Successful experience and shortcomings for the financial investment in science&technology in recent years were revealed. Relevant suggestions were made on this basis. Finally, this paper provided useful lessons for other cities.
