The investment of science and technology（S&T）is one of the major factorsof science and technology innovation. In recent years，the growth of S&Tinvestment take an important place in improvement of independent innovationand development of S&T of China. However，the efficiency and effectiveness ofS&T investment need improvement for the managing system and history of S&Tin our country. The paper takes the S&T investment of Harbin as an object ofstudy, by analyzing the status and problems, on base of evaluating theperformance of the S&T investment of Harbin, table a proposal for improving theperformance of S&T investment and management of the city.First, basing current situation of the research at home and abroad, the paperpresentation and explore the theory of S&T investment and its performanceevaluation. On the basis of defining conceptions of S&T investment and itsperformance evaluation, expositing the externality, publics goods and markerfailure of S&T investment, the paper raise the necessity of governmentintervention, and comparative analyze the practice and characters of S&Tinvestment in China and other developed country like America, this provide thefoundation for evaluation of S&T investment.Secondly, on base of describing the S&T evolution and analyzing the status ofthe S&T investment and management of Harbin, the paper builds theperformance evaluation model and makes the empirical analysis on S&Tinvestment of Harbin. On base of constructing the evaluation index system, thepaper fixes the index weight using analytic hierarchy process, evaluates andcomparative analyzes the performance of S&T investment of15sub provincialcities including Harbin, and divides the15cities into four intervals usinginput-output, then analyzes the performance of S&T investment of Harbin. Thenthe paper analyzes the problems of S&T investment and management of Harbincity.Finally, to the questions and the characters of S&T investment andmanagement of Harbin, form three sections such as the S&T investmentmechanism, management mechanism and commercialization mechanism, thepaper proposes countermeasures that Harbin should construct diversification S&T investment system, scientific management and evaluation system of S&Tinvestment and effective commercialization system of S&T findings.
