The Research On Balanced Urban And Rural Development From The Perspective Of Scientific Outlook On Development

The top five overall development strategies of urban and rural development put forward by the CPC Central Committee, integrated basic aspects of the fundamental methods of the scientific concept of development is to break the farmers’ problems, get rid of thedual structure, which includes co-ordination of urban and rural system (relating to co-ordinate system of employment, the household registration system, education systemand social security system, etc.), urban and rural elements of the co-ordination (involving elements of co-ordination of land, capital factor and labor factor, etc.) and co-ordination of the urban-rural relations (involving co-ordinate industrial relations regional relations and resident relations, etc.), urban and rural development is the meaning in the title of the scientific concept of development, closely linked to the theme of the times of the scientific concept of development and spiritual essence.China approved a total of11national comprehensive reform pilot area until2012.Choosing Shanghai, Chengdu and Wuhan to study the Three Represents urban reform pilot area, because they are the symbol of China’s urban and rural development, the microcosm of urban and rural construction in the East,West and central, part of China, the three cities has concentrated in China’s eastern developed regions, the role of the western development region and the rise of the middle of the city’s urban and rural system of co-ordinating the development of the whole picture, every step of the reform and development has aroused widespread concern. Selecting urban and rural system of co-ordination of these three cities, the urban and rural education, employment and health insurance, is derived from our experts in the field and scholars have been studied many aspects of the urban and rural, especially in urban and rural elements and urban-rural relations of co-ordination of research is relatively mature, the results are more abundant, so this will not be discussed in my dissertation. Overall co-ordination of urban and rural system is still in its infancy, both in theory and in practice are not rich and comprehensive enough, so the author analyse urban and rural education, employment and health insurance in Shanghai, Chengdu and Wuhan’s achievements, problems and reasons, explore countermeasures under the guidance of scientific development concept for the further promotion of equalization and integration of urban and rural development in Shanghai, Chengdu and Wuhan.
