A Comparative Study On The Evaluation Of The Development Status Of The National Sustainable Development Experimental Zone

Sustainable development has become a global consensus.In order to better promote the implementation of the sustainable development strategy,countries around the world will promote the experimental methods as an effective way.The National Sustainable Development Experimental Pilot Zone(referred to as the “NSDPZs”)is a practical base for exploring China’s sustainable development.How to promote its high-quality development is the focus of current research needs.It is of great significance to construct a scientific indicator system,evaluate the development status of the NSDPZs,analyze the influencing factors of the NSDPZs,and then propose a coping strategy.It is important to understand the development process of the NSDPZs,grasp the development direction of the NSDPZs,and promote the healthy development of the NSDPZs.The thesis combines the relevant theories and methods of Man-land relationship,sustainable development,circular and economy to construct a theoretical analysis framework for the development status of NSDPZs.Take Dongying and Rizhao NSDPZs in Shandong Province,as an example.The development status of the NSDPZs is measured from the three levels of subsystem development level,sustainable development level and coordination level.The development status of the NSDPZs is compared between the NSDPZs and between the NSDPZs and the cities Which is not NSDPZs.On this basis,the factors affecting the development status of the NSDPZs are analyzed,and finally the countermeasures for promoting the high-quality development of the experimental area are proposed.The main conclusions of the paper are as follows:(1)The development status of the NSDPZs generally showed a good trend,and the comparison results at different levels showed significant differences.1 Comparison between Dongying and Rizhao NSDPZs: After years of development,the development level and sustainable development level of each subsystem in Dongying and Rizhao NSDPZs have shown different degrees of improvement,and economic growth is more obvious.The overall improvement of the level is obvious,the environmental subsystem of the Rizhao NSDPZs is highly volatile,and the social subsystem of the Dongying NSDPZs is developing slowly.Although the Dongying and Rizhao NSDPZs have achieved remarkable results in their own development,their effectiveness is not outstanding compared with other similar NSDPZs.2 The comparison between the NSDPZs and the non-experimental area shows that although the development status of the Dongying and Rizhao NSDPZs is not obvious in the cities and cities of Shandong Province,the development is in the same or similar "problem" areas or regions.The advantages are highlighted and the driving action is strong.(2)There are differences in the influencing factors of the development status of the NSDPZs.From the perspective of commonality,technological innovation,economic development,and social progress factors have positively promoted the sustainable development of Dongying and Rizhao NSDPZs while the impact of environmental quality factors is relatively insignificant;from the perspective of individuality,the industrial structure is not reasonable,poor environmental quality and weak social security are the main factors that restrict the sustainable development of Dongying NSDPZs.The factors such as low resource utilization efficiency and weak economic foundation are the main factors restricting the sustainable development of Rizhao NSDPZs.(3)Suggestions for the sustainable development of the NSDPZs.The common countermeasure is to strengthen the supporting role of scientific and technological innovation for sustainable development,especially to strengthen support in the field of social undertakings and environmental protection.Personality countermeasures are: Dongying NSDPZs relies on technological innovation to drive the adjustment of industrial structure,enhance industrial vitality and development stamina,carry out industrial transformation,upgrading and optimization;focus on cultivating replacement industries and relying on the original industrial base to form industrial agglomeration,Extend the industrial chain,etc.The Rizhao NSDPZs relies on technological innovation to promote economic construction,promote circular economy to develop in depth to further improve the level of economic development;focus on technological innovation and energysaving emission reduction and other technology research and development and transformation of results,and improve resource utilization efficiency.
