Since China's reform and opening up, the pilot reform under the regional level is entering a new historical stage, from the establishment of special economic zones, new zones to that of comprehensive reform pilot zones. The series policies indicate that China's regional policies continue to be deepened. By the end of 2010, there are 9 comprehensive reform pilot zones, which form the interactive development pattern of Eastern, Western and Middle parts. According to the existing pilot zones'layout, the contents of the reform has distinctive regional characteristics, which are quite different compared with previous economic zones. In the current environment of increasingly fierce regional competition, whether a region can have a place in the competition depends on the full use of its advantages and characteristics to actively promote institutional innovations at all levels.Different from the previous pilot reform, comprehensive reform is not to rely on the preferential policies and financial support provided by the central governments, but to take the right of going and trying beforehand. Since its establishment, the "Pilot Zone" actively explores the key issues about economic and social development and has made important progress in the fields of the transformation of government functions, upgrading the industrial structure, institutional reform, enhancing opening up level, coordinative development of urban and rural areas, building a resource-saving and environment-friendly society. Due to such a great temptation of "Pilot Zone", more and more regions are going to enter into the fierce competition to apply for comprehensive reform pilot zones.The paper includes eight parts. The first chapter is introduction, which mainly presents the contents, basic framework, innovative points and disadvantages of the paper. The second chapter is a relevant research overview of at home and abroad, including the theories and methods of institutional innovation in western economics as well as the history of institutional analysis, evolution, Marxism and institutional innovation, and the existing research on comprehensive reform pilot areas. The third chapter points out the theoretical basis and dynamic mechanism of institutional innovation of "Pilot Zone" This part sorts out the theoretical basis of the establishment of national comprehensive reform "pilot zone", and analyzes the origin, nature and composition of institutional innovation. Finally, it focuses on the dynamic mechanism of institutional innovation. Chapter four is present status analysis and overall assessment of the national comprehensive reform pilot zones, introducing development outline of the national comprehensive reform pilot zones. This chapter mainly reviews the characteristics, content and framework for action, as well as development trend and prospects of the comprehensive reform pilot zones, finally analyzing the performance of their development.Chapter Five introduces the institutional innovation of pilot zones which are comprehensive-oriented. First, it analyzes the current status and development of Pudong New Area, Binhai New Area and Shenzhen. Then it summarizes the main practices of the three pilot zones, and finally the four levels institutional innovation in the administrative management system, mode of economic development, independent innovation system, and financial system should be taken out in comprehensive-oriented zones. Chapter Six introduces the institutional innovation in pilot zones of balancing rural and urban development. First, it analyzes the current status and development of Chengdu and Chongqing. Then it summarizes the main practices of the pilot zones, and finally proposes the institutional innovation on the aspects of mechanism for capital flows in the urban and rural areas, rural surplus labor transfer mechanism, the household registration system, land system, social and public services and security systems, etc. Chapter Seven introduces the institutional innovations of pilot zones for construction of two-oriented society. First, it analyzes the current status and development of Wuhan Metropolitan City and Chang-Zhu-Tan Area. Then it summarizes the main practices of the pilot zones for construction of two-oriented society, and finally proposes the institutional innovations on the policy insurance system, interest distribution system and technology innovation system. Chapter Eight introduces the institutional innovation of New-Type Industrialization pilot zone. Similar to the above chapters, firstly, it points out the current status and development of New-Type Industrialization pilot zone——Shenyang Economic Zone. Then the main practice is summarized, and finally proposes the institutional innovation in the aspects of regional integration policies, enterprise development mechanisms, environmental protection system, financial institutions, and industrial clusters, etc.Based on this analysis, institutional innovation has great significance for the pilot zone's economic development. In order to change the economic growth pattern and complete the institutional transition process, as well as maintain high economic growth, we need to overcome the institutional barriers, and build a sound institutional environment.
